ジンバブエ大統領選、現職のムガベ大統領とツァンギライ首相の一騎打ち 混乱再燃の懸念も

ジンバブエで31日、大統領選挙の投票が行われた。5人立候補しているが、ムガベ大統領と、ツァンギライ首相による事実上の一騎打ちとなった。前回大統領選では多数の死傷者が出ており、混乱再燃の懸念も生まれている。

3月の国民投票で承認された新憲法下で初の選挙となり、ジンバブエ・アフリカ民族同盟愛国戦線(ZANU-PF)を率い、33年にわたって政権の座にあるムガベ大統領(89)と、旧野党・民主変革運動(MDC)のツァンギライ首相(61)との事実上の一騎打ちとなった。

ジンバブエの大統領ロバート・ムガベは1924年生まれ。イギリスに対する反植民地闘争の指導者で、80年の独立時には首相、共和制に移行した87年には初代大統領に就任した。独立当時、ジンバブエはサブサハラ有数の工業生産を誇り、白人農園による農業生産性も高かった。

だが、ムガベ政権は白人から黒人への農地再分配を促進させようと、92年に「土地収用法」を制定。2000年以降は、白人農場を強制没収し、黒人を移住させるという強硬策をとった。白人支配からの脱却という名目があったものの、これにより農地が荒廃し、農業生産は著しく低下した。

さらに政権内で汚職が横行し、言論統制や反政府運動への武力弾圧も激化。こうした圧政に国際社会の批判が高まり、旧宗主国イギリスも支援を打ちきったため、財政悪化にいっそうの拍車がかかった。

年間インフレ率は一時、2億3千万%を超え、財政は破綻(はたん)した。現在は米ドルなどを流通させ、インフレは落ち着いたが、経済再建は途上にある

ムガベ氏は新憲法下でも最長で2期10年務められる。ムガベ氏は朝日新聞との会見で引き際について「引退の選択肢はない」とし、「次の大統領選も出る。引退するとしたら100年後かな」「モンスター・ムガベ、いつ死ぬんだと欧州の人々は言うが、私は生きている。ここにいるのはゴーストじゃない」と述べ、政権維持に意欲を示した。

NHKによると、開票結果は5日以内に発表され、いずれの候補者も得票が過半数に達しなければ、来月、決選投票が行われることになっている。

ただ今回の選挙は、ムガベ陣営によるツァンギライ陣営への弾圧などで200人以上が死亡したとされる前回(2008年)の選挙と同じ構図になっているほか、投票の不正を訴える指摘がすでに出ていることから、混乱が懸念される。
