4月14日に熊本で発生した地震を受け、大手通信会社などが加盟する無線LANビジネス推進連絡会は、熊本県内に設置している各社の公衆無線LANを、契約がなくても無料で使えるようにする運用を始めた。ネットワーク名（SSID）「00000JAPAN」を選択すれば、Wi-Fiが無料で使えるようになる。
00000JAPAN（ファイブゼロジャパン）は、大規模災害発生時に誰でも無料で利用することができる災害用の統一ネットワーク。東日本大震災で破損した通信網の復旧に約1カ月を要したことを教訓に、契約している通信会社に依存せず、全ての人が00000JAPANにより無料で無線LANを使えるようにした。世界で初めての取り組みで、各国から注目されている。
設定は、携帯電話などのWi-FiをONにした後、SSIDで「00000JAPAN」を選択するだけ。00000JAPANの名前は、SSIDの一覧で上位に表示されるようにするため。
無線LANビジネス推進連絡会は専用アプリを使って00000JAPANに自動接続する方法にも取り組んでいる。この方法では、あらかじめアプリをダウンロードしてインストールしておき、災害発生時にアプリを開いて「00000JAPAN」を有効にすることで、対応エリアに入れば自動的に接続されるようになるという。
