なぜパキスタンでの学校襲撃が起こったのかを理解するためには、パキスタンとアフガニスタンの国境地域の現状、特に学校に通う子供たちが直面している厳しい現状を知る必要がある。それを理解するための数字を挙げていこう。

イスラム武装勢力「パキスタン・タリバン運動」(TTP)は現地時間12月16日、パキスタン北西部にあるペシャワルで同国の軍が運営する学校に侵入し、生徒や職員に向かって無差別に発砲した。この虐殺で、少なくとも141人が死亡し(そのうち生徒は少なくとも132人)、負傷者は100人以上にのぼる。

今回の襲撃は、同国史上最も凄惨な事件の一つとなり、あまりの残虐さから、アフガニスタンのタリバンさえも非難声明を出している

しかし、これまでも子供たちの教育を改善するためにイスラム過激派と戦い続けてきた多くのパキスタンの人たちにとって、この想像を絶するほどの悲劇は青天の霹靂というわけではない。なぜ今回の襲撃が起こったのかを理解するためには、パキスタンとアフガニスタンの国境地域の現状、特に学校に通う子供たちが直面している厳しい現状を知る必要がある。それを理解するための数字を挙げていこう。

国際危機グループ(ICG)が2014年6月に公開した報告書によると、今回の事件が起こったペシャワルを州都とするカイバル・パクトゥンクワ(KPK)州、および隣接する連邦直轄部族地域(FATA)で、2009~2012年に学校が過激派に襲撃されたとされる数は838~919件に上る。

パキスタンでは、2009年以降の5年間で、学校への襲撃が1000件を上回った、と見られている。

2008~2012年に破壊された学校の数は,KPK州のスワト渓谷地区だけで400校に上る。襲撃の70%は女子校を標的にしていた。

KPK州にある破壊された学校のうち、2013年末までに再建された割合はわずか50%だ

2009~2012年に、パキスタンの学校の校内、および登下校時に攻撃され、殺害されたとされる子供の数は推定30人にのぼる。少なくとも138人の生徒と職員が誘拐されており、負傷した生徒も97人以上いるとされている。

パキスタンの女子生徒の中学進学率は29.2%だ。一方、男子の中学進学率は39.7%である。

2013年の時点で就学していないパキスタンの6~16歳の子供の割合は21%に上る。貧しい家庭の子供、特に女子は、就学率がはるかに低い。6~16歳の女子の不就学率を調べたASERの調査によると、パキスタン全人口のうち、最富裕層4分の1では不就学率が20%だが、最貧困層4分の1では53%になっている。

パキスタン人の識字率は、男女の差が大きい。2008~2012年にまとめられたデータによると、15~24歳のパキスタン男性は識字率が79.1%だったのに対し、女性は61.5%で、差は17.6%ある

パキスタンが教育に費やしている支出の、国内総生産(GDP)に占める割合は2%で、南アジアで最低である。これに対し、昔からパキスタンのライバルである隣国のインドでは、GDPの3.1%を教育に費やしている。

パキスタン政府が出資する国内の小学校のうち、コンピュータ室を備えている学校の割合は0%だ

教育を受ける権利を求めて活動していたマララ・ユスフザイさんが、2012年にTTPに銃撃された時、彼女は14歳だった。

過激派の報復を恐れて、マララさんの自伝『わたしはマララ:教育のために立ち上がり、タリバンに撃たれた少女』を閲覧禁止にしたパキスタンの私立学校の数は4万校にのぼる

加盟する4万校でこの自伝を閲覧禁止にした「全パキスタン私学管理協会」は、TTPの反発を主な理由として、マララさんのメッセージを受け入れることに及び腰だ。別の学校団体「全パキスタン私学同盟」も、2013年にマララさんの自伝を閲覧禁止にしたと報じられている。同団体はさらに2014年11月、「わたしはマララではない」と銘打った「反マララ・デー」を開催し、パキスタン政府に対して、マララさんの自伝を発禁処分にするよう求めた。

なお、マララさんは、今回の襲撃事件に関して、「私たちは負けません」という声明を発表している

今回の事件が起こったペシャワルを州都とするカイバル・パクトゥンクワ(KPK)州や、特にワズィーリスターン北部で行われている、パキスタン軍による攻撃で死亡した武装勢力の数は1800名に上る

TTPは、パキスタン軍が運営する学校を標的にした16日の襲撃について、軍による作戦への報復だと主張しており、今回の虐殺事件の背景には、パキスタン軍がイスラム過激派に対して強硬姿勢を強めている状況があるといえるだろう。
