第18共徳丸の解体契約に市役所は反発 震災遺構として残すべきか?

宮城県気仙沼市内に打ち上げられた大型漁船「第18共徳丸」が解体に向けて準備が進んでいる。船主の儀助漁業(福島県いわき市)は6月21日、NPO法人「シップリサイクル室蘭」(北海道室蘭市)と解体契約を結んだ。

第18共徳丸は全長60メートル。総トン数は330トンの大型巻き網漁船。東日本大震災の津波によって、港から750メートルも離れた市街地まで運ばれた。周囲のガレキや漁船が取り除かれて更地になった今も、大きすぎて移動できなかった第18共徳丸だけが残っている。船主は解体を進める方針だが、気仙沼市は震災の記憶を伝えるモニュメントとして保存したい意向だ。菅原茂市長は「最後まで保存を望んでいる」と話しており、真っ向から意見が対立していた。産経新聞は次のように報じている。

気仙沼市は震災遺構として共徳丸の保存を目指してきたが、儀助漁業は「反対する地元住民が多い」などとして、解体の意向を市に伝えていた。市は「保存してほしいという思いに変わりはない」(幹部)との立場で、7月に市内の全世帯を対象として船を残すことへの賛否を尋ねるアンケートを実施する方針。

気仙沼の地域住民の間でも意見が割れているようだ。船主が主張するように「震災の記憶がよみがえる」として、保存に反対する住民もいる一方で、「保存すべきだ」とする意見もある。気仙沼市の水産加工会社「マルトヨ食品」営業部長の清水浩司さんは、朝日新聞の取材に「世界遺産として残したい」と話している。
