国連難民高等弁務官事務所（UNHCR）は4月20日、難民らを乗せた大型の密航船がリビアとイタリアの間の地中海で転覆し、約500人が死亡した可能性があると発表した。商船に救助され、ギリシャに連れて行かれた生存者が証言した。
生存者の証言によると、100〜200人のグループは、長さ30メートルほどの密航船でリビアのトブルク近郊から出発。数時間の航海後、数百人がすし詰め状態で乗っている大型船に乗り換えるよう、密航業者に指示された。その際に、大型船が転覆、沈没したという。生存者はソマリア人やエチオピア人など41人で、3歳の幼児も含まれていた。16日に救出されるまでの約3日間、漂流していたという。
UNHCRによると、地中海を経由してヨーロッパにたどり着く難民は、2016年だけで約18万にのぼり、少なくとも761人が死亡、または行方不明となっている。
難民問題をめぐっては、ヨーロッパ連合（EU）とトルコが3月、トルコからギリシャへ渡る難民や移民を、原則としてトルコに送り返すことで合意。NHKニュースによると、トルコを経由してギリシャに向かう難民は大幅に減少した減少した。一方で、リビアなどから地中海を渡ってイタリアにたどり着く難民や移民は、依然として増加しているとみられる。
