パリ同時多発テロの後、アメリカではアラバマ州、アーカンソー州、ルイジアナ州、ミシガン州、テキサス州の知事が中東からアメリカへの難民流入を拒否すべきだという考えを表明した。彼らは難民の受け入れはアメリカにとって脅威になると主張する。

しかし、彼らの主張は無意味で保守的だ。6つの理由を挙げて説明したい。

1. パリ襲撃の実行犯は難民ではなかった

襲撃犯の遺体近くでシリアの偽装パスポートが見つかり、犯人のものと見なされた。しかし実際のところは不明だ。男は移民をヨーロッパへ運ぶ仕事をしていたようだが、彼自身は難民ではなかった。国連に難民登録されていなかったし情報機関による身元調査も受けていなかった。どの国でも難民認定されていない。

アメリカで難民になるには、身元調査を何度も経た後に、経験豊富な職員による国連の難民認定を受ける必要がある。この点でアメリカはヨーロッパと異なる。何段階もの綿密な調査によりテロリストやテロに関わりそうな人を排除し、経済的に困っている人だけを受け入れる。パリで起こったことは、アメリカの難民認定プロセスでは起こりえない。

2. アメリカに移住した難民の中にテロリストはいない

徹底した身元調査がテロリスト防止に効果を発揮していることは、アメリカの難民プログラムの歴史からわかる。1980年代以降、アメリカは何百万人もの難民を受け入れてきた。そのうちの何十万人もが中東出身だ。その中で誰ひとりとしてアメリカでテロを実行した人はいない。アメリカの法律が定める徹底した身元調査は難民によるテロ行為を防ぐ、と証明している。

3.アメリカでは難民より他の移住方法が悪用されやすい

2番目の理由で挙げたように、過去35年の間にテロ攻撃をしたのは難民ではなかった。つまり別の方法でアメリカに入国した人たちだ。9/11のハイジャック犯は全員が学生ビザか観光ビザで入国していた。2年にもわたって何度も身元確認をし、国連の承認を必要とする難民手続きに比べ、ビザは簡単・迅速に取得できる。難民認定はアメリカに入国する方法としては最も難しい手段だ。テロリストが攻撃を目的として難民申請をするとは考えられない。

4. イスラム国(IS)はシリア難民を裏切り者とみている

ISは、イスラム教徒のシリア難民を裏切り者だと考えている。彼らは9月に「イスラム教徒が異教徒の土地を離れイスラムの土地に移るのは正しいが、その逆は正しくない」という動画を投稿している。それ以外にもISは難民を非難する声明を何度も発表している

ISは、シリア難民を苦しめているアサド大統領と戦っている。しかしある調査によれば、トルコにいるシリア人難民の90%はISに全く共感していない。また、クルド人キリスト教徒の難民はISを敵視している。西側諸国がシリア人難民を助けるのを防ぐために、パリ同時多発テロの襲撃犯はわざと遺体の脇にシリアの偽造パスポートを置いたという意見もある。シリア人難民の受け入れを拒否すれば、ISの思うつぼになる。

5. 味方を拒否すれば、アメリカにとっての脅威が増す

難民は共にISと戦う同盟相手になりうる。しかし受け入れを拒否されれば、難民たちはアサド大統領が独裁支配するシリアに戻らざるをえなくなる。そうなると、難民の中にはISをアサド大統領から守ってくれるための唯一の存在だと見る人たちが現れるだろう。

ある論文によると、難民を紛争地域近くの難民キャンプに閉じ込めておくと周辺地域でテロの危険が高まるが、離れた場所に移住させると違うという。冷戦時代、アメリカは難民を受け入れて「敵国のプロパガンダに対抗する」ための外交手段やスパイ、同盟相手、スポークスマンとした。シリア難民を受け入れれば、ISと戦うための味方が増える。それはどんな武器よりも重要になるだろう。

6.アメリカは道徳的勇気を世界に示すべき

第二次世界大戦中、アメリカは安全保障上の理由から、多くのユダヤ人亡命者の受け入れを拒みキャンプに送り返した。ナチスのスパイが紛れ込んでいるのではないかと恐れたためだ(これはまったく根拠のない懸念だった)。以前別のブログでも書いたが、私たちはこの歴史から、自国の脅威に対処する時には倫理的な義務を守ることを忘れてはいけない、ということを学べる。迫害され逃げて来た人たちを迫害者のもとへ送り返すようなことをしてはいけない。道徳的な勇気を持つとは、人間らしさを恐怖に支配させないということなのだ。
