自閉症の人などへの早期発見などを定めた発達障害者支援法が10年ぶりに見直されることが分かった。都道府県に発達障害者支援地域協議会（仮称）を設置し、関係機関が有機的に連携することを目指す。超党派で構成する「発達障害の支援を考える議員連盟」（尾辻秀久会長）が今国会に改正法案を提出する。
2005年に施行された発達障害者支援法は、自閉症や学習障害などの発達障害者の早期発見や支援などが定められているが、見直されるのは初めて。議連は現在、改正内容について関係団体などと協議を重ねている。
改正案では、法施行後に日本も障害者権利条約を締結したことなどを受け、発達障害者の定義に「社会的障壁」によって日常生活や社会生活に制限を受けている内容を追加する。基本理念を新設し、発達障害者にとっての社会的な障壁を取り除く合理的配慮の規定も設ける。
また、発達障害者の意思決定支援や共生社会の実現に関する規定も設ける。子どもから高齢者までどのライフステージでも切れ目のない支援を目指すという。
さらには、当事者から受けた相談を関係機関が連携して支援できる体制を整備するよう国や地方公共団体の責務を追加する。
具体的には、都道府県に発達障害者支援地域協議会（仮称）を設置できるようにする。有識者や当事者団体などで構成し、各地域の実施状況の検証も行うという。
既存の発達障害者支援センターについては、地域支援の機能を強化する。都道府県ごとに複数のセンターを設置したり、支援マネジャーを配置したりできるようにする。
このほか改正案には、（1）事業主による発達障害者の特性に配慮した雇用管理（2）成年後見制度の利用促進（3）発達障害者の特性に配慮した刑事捜査（4）高齢期の発達障害者を念頭においた日常生活支援－なども盛り込みたい考えだ。
