内戦が続くシリア第2の都市アレッポで12月13日、反体制派が支配していたアレッポ東部から市民の避難と反体制派の戦闘員の撤退を開始することで合意した。

ロシアのヴィタリー・チュルキン国連大使は13日、国連安全保障理事会の緊急会合で、シリア政府軍がアレッポ東部を「支配下に置いた」と述べ、完全に制圧したという認識を示した。

国連は、アレッポでは「人権が完全にメルトダウンした」と非難した。シリア政府軍は市民の住宅に押し入り、女性、子供を含む数十人の市民を殺害しているという。

国連人権高等弁務官事務所(OHCHR)によると、政府軍や親アサド派の民兵らが少なくとも82人の市民を殺害した信憑性の高い証拠があると発表した。

OHCHRのルパート・コルヴィル報道官によると、犠牲者のなかには女性11人と子供13人が含まれ、4つの地区で「その場ですぐ」射殺されたという。

コルヴィル報道官は13日夜にこの情報を入手したが、具体的にどの場所で殺害が行われたかは不明だ、と述べた。

しかし同日、イギリスに拠点を置くシリア人権監視団は、アレッポの反体制派支配地域で12日だけでも60人以上の一般市民と戦闘員が殺害されたと報告した。

スカイニュースによると、国連広報担当官は「アレッポでは人権が完全にメルトダウンした」状態に陥ったという。

国連人権広報担当官は政府軍がアレッポ東部の4地区で82人を殺戮したと報告した。

政府軍によるアレッポ制圧が進む中、我々はアレッポ市内で相次ぐ大量虐殺の報告を受けている。

包囲されたアレッポ市内で13日に死亡した人の総数は不明だが、ありとあらゆる通りや倒壊した建物は死体で溢れている。まさに地獄だ。

国連児童基金(UNICEF)のゲールト・カッペラエレ地域統括部長は13日、アレッポ市のある医師の話として「おそらく100人以上の多くの子供たちが家族を失ったりはぐれたりして、アレッポ東部の激しい砲火の下、一つの建物の中に隠れて行き場を失っている」と語った。

カッペラエレ氏は次にように語った。

「私たちUNICEFが要求しているのは、争いに関わるすべての当事者が、子供たちを安全かつ迅速に避難できるよう力を貸すべきということです。保護者のいない孤立した子供たちには権利があり、たとえ彼らがどこにいても中立的な人道組織によって登録され、家族と再会できるようにすべきです」

UNICEFがとりわけ懸念しているのは、報道されているような民間人に対する非合法な殺人に子どもが含まれることです。すべての当事者たちには責任があり、国際法のもと裁かれなければいけません。

すべての当事者たちはすぐにアレッポでの戦闘を停止し、無条件で人道組織がアレッポの家族や子供たちに向けて緊急支援物資を無条件で輸送できる許可を与えるべきです」

カッペラエレ氏は次のように付け加えた。「アレッポの子供たちは私たちが責任を持つべきで、すぐに助けなければいけません。もう言い訳は通用しません」

アレッポでは今も、反体制派が支配していた地域に市民が多数閉じ込められている。その多くの人々が別れを告げるメッセージや苦しみを訴える声をSNSに投稿している

潘基文国連事務総長は13日朝、多くの民間人が残虐行為を受けているという報告を「深く憂慮している」と声明を発表した

一方で、フランスのフランソワ・オランド大統領は、アレッポに閉じ込められている民間人への人道支援を促進するよう、ロシアに圧力をかけている。

AP通信によると、オランド大統領は13日にベルリンで行われたドイツ首相との会談後、アレッポの「人道的状況は(中略)受け入れ難い」と語った。

オランド大統領は、アレッポでは12万人にのぼる「爆撃と抑圧の被害者たちが人質に取られている。そうとしか言いようがない」と述べた。

オランド大統領はあらゆる手段を講じて住民の避難と安全な経路を通じた救援物資の確保がなされるべきだとし、トルコ、そしてとりわけロシアに対応が求められると語った。

「ロシアなくしては、作戦を遂行するアサド政権も成立しない。ロシアが人道支援物資を届けるために何も手を打たなければ、自らの後ろ盾が招いたこの状況の責任は、ロシアにあることになる」
