［東京 １４日 ロイター］ - 安倍晋三首相は１４日、安全保障をめぐる衆議院予算委員会の集中審議で答弁し、１１月に北京で開かれるアジア太平洋経済協力会議（ＡＰＥＣ）の際に、日中首脳会談を開くことに意欲を示した。
安倍首相は日中の経済関係の強さに言及した上で、「隣国であれば必ず問題が起こる、だからこそ全体をコントロールしながら関係を維持していくのが戦略的互恵関係」と発言。「１１月のアジア太平洋経済協力会議（ＡＰＥＣ）の際に、日中首脳会談を行いたい」と述べた。
安倍首相は「私の対話のドアは常にオープンだ。中国にも同じ対応をしてもらいたい」と語った。
＜ホルムズ海峡の掃海は「可能」＞
集団的自衛権については、日本の海上交通路（シーレーン）に機雷が敷設された場合の対応を聞かれ、中東のホルムズ海峡でも武力行使の３要件を満たすなら紛争中の掃海は可能との考えを示した。
安倍首相は「日本に向かう原油の８割はそこを通る」と指摘。機雷の敷設で「国民生活に死活的影響が生じる」と述べた。
また、閣議決定を受けた個別法の整備について、武力攻撃には至っていない「グレーゾーン」事態に対応するための法制から、集団的自衛権に関するものまで、一括して国会に提示する考えを改めて示した。安倍首相は「膨大な作業になるので、少し時間がかかる」と語った。
