シリアのアサド大統領「アレッポの『解放』は歴史的瞬間だ」

大統領の監視下で即座に処刑や拘留をしたことについては一切触れなかった。

シリアのバッシャール・アサド大統領は12月14日、シリア政府のYouTubeチャンネルに勝利を祝う動画とインタビューを公開し、政府軍が包囲された町アレッポの奪還に「成功」したと宣言した。しかし大統領の監視下で即座に処刑や拘留をしたことについては一切触れなかった。

ロシアの支援を受け、シリア政府と政府を支持する複数の軍は13日、反体制派が支配するアレッポ東部を完全に制圧したと宣言した。何万人もの市民が生き残れるか分からない状態に追い込まれている。反政府軍を支援するトルコとシリア政府を支援するロシアの仲介により、14日に停戦が有効となり、15日に市民の撤退開始を許可することになった。

アサド大統領は笑顔で「まさに歴史的な瞬間だ」と述べ、「アレッポの解放」を祝う動画を15日、Twitterに投稿した。「アレッポは歴史となる。力強さ、勇気、そして犠牲と共にアレッポの市民、シリア・アラブ軍が立ち直る力、アレッポの側に立ち、国の側に立ち、共同体の側に立ち、真実の側に立ったすべてのシリア人。それ自体が歴史であり、今まさに書き残されている。祝福の言葉よりもずっと大きいものだ」と語った。

アサド大統領は14日の「ロシア・トゥデイ」のインタビューで、反体制派を「テロリスト」と繰り返し呼び、IS(イスラム国)と同一視した。アサド大統領はアメリカなどがシリアのテロ組織を支援していると言っている。

「(アレッポでの)テロ組織の敗北は、支援国の敗北でもある」と、アサド大統領は語った。

そしてアサド大統領は、アレッポを守り、反政府勢力が支配していた東部地区から市民を退避させることが最優先だと述べた。

さらに「心を入れ替え、政府に加わり、普通の生活に戻り、恩赦を受ける」チャンスをもう1度与えると明言した。

「彼らはさまざまな理由でテロリストに加わった。恐怖や経済的な理由、ときにはイデオロギーも。だからもし彼らを普通の生活に戻し、普通の市民らしくさせたいなら、あなた方がやることは、政府のために働くことだ」と、アサド大統領は語った。

政府が民間人の犠牲者を減らすために十分手を尽くしたかという問題について、アサド大統領は「十分」という概念は主観的なものだと反論した。

そして、「最善の努力をしていると言える」と付け加えた。

また、アサド大統領はアメリカの次期大統領ドナルド・トランプ氏に大きな期待を寄せていると述べた。

「選挙中、トランプ氏はテロに対して積極的に発信した。それは我々にとって今最も優先すべきことだ。最も重要なのはロシアとアメリカの関係。関係が改善すれば、世界中の緊張状態はほとんど緩和されるだろう。それはシリアにとって大変重要だ」

アレッポからの市民の退避は15日に平和的に進むものと思われた。しかしアサド政権の支配下に置かれたとき、避難した人々がどうなるのかはまだ分からない。
