EU離脱の通告が迫る メイ首相に手続き開始権限を与える法案可決

イギリス議会は3月13日夜、欧州連合(EU)離脱交渉を通告する権限をテリーザ・メイ首相に与える法案を可決した。

メイ氏は今、EU離脱を規定しているリスボン条約第50条を発動させ、ブレグジット(EU離脱)の手続きを開始できる法的な権限を手にした。

下院は法案(テリーザ・メイ首相が正式にEUから離脱するための手続きを始める前に通さなければならない)の修正を拒否した。この修正案はすでに国内に住むEU加盟国出身者がブレグジット後も滞在できるようにすること、議会にEU離脱の最終合意の承認を得ることが盛り込まれていた。

しかし3月13日夜、下院は335対287で修正案を否決、331対286で最終合意に関する承認について否決された。

これにより法案は貴族院(上院)へ戻され、上院が自ら出した修正案を否決し、13日遅くに修正なしで議会を通過した。

これにより、メイ氏はブレグジットの手続き開始に必要な法的権限を手にしたが、政府は首相自らが期限とした3月末までは待つ方針だと強調した。

13日の討論会では、人々が議会の外で抗議し、EU出身者が引き続き国内で生活できる権利を保障するよう求めた。

EU離脱担当相デイヴィッド・デイヴィス氏は「今日、議会はEUを離脱して残りの加盟国と新たに前向きなパートナーシップを構築するという政府の決定を支持しました。我が国にとって、一世一代の重要な交渉が間近に控えています」と語った。

「だから私たちはリスボン条約第50条を予定通り3月末までに発動し、イギリス全体の国益に繋げます」

与党保守党の議員で「オープン・ブリテン」の主要な支持者アンナ・スーブリー氏はこう述べた。「ブレグジットの議会審査が極めて重要だと認識する人たちにとって、残念な結果となりました。これまでにないほど複雑な交渉が始まるので、手続きの最後に重大な投票を議員に委ねると保障することが望ましかったのですが。ブレグジットの手続きが本格的に始まるので、政府が議会審査の重要性に気づくことを願っています。国内の経済に打撃を与える『ハード・ブレグジット』(強硬なEU離脱)のような政策に反対し続けることができるのは下院議員や全国にいる市民のみなさんです」

同じく、リスボン条約50条を発動させる前の議会承認を求めて政府を訴えた実業家のジーナ・ミラー氏も次のように述べた。

「これはまるで戦争行為です。歴史の流れを変えてしまいます。彼らは良心、本質、そして私たちの国を忘れています。18カ月後にヨーロッパから離脱するとき、もし議会での承認や議会制定法がない場合、私は政府を訴えます」

法案にはさらにエリザベス女王の承認が必要で、早ければ14日に決まる。国王による承認は、1707年以降拒否されたことはない。
