アメリカのオバマ大統領から次期駐日大使に指名されたキャロライン・ケネディ氏(55)は9月19日、上院外交委員会の公聴会に出席し、尖閣諸島について「日本の施政下にあり、日米安全保障条約第5条の適用対象」と明言した。MSN産経ニュースは、発言の要旨を次のように報じている。

一、東シナ海の領土問題では、関係国の平和的な対話による解決を望む。米国は尖閣諸島(沖縄県石垣市)の領有権について特定の立場をとらないが、日本の施政下にあり、日米安全保障条約5条の適用対象との立場を堅持している。

一、日米同盟はアジアの平和と安定のための礎石。日本の集団的自衛権に関する議論を注意深く見守る。

弁護士出身のケネディ氏はこれまで政治や外交・安全保障分野での経験はない。そのため、今回の要職就任については、オバマ大統領選挙で功績をあげたことによる「論功行賞」の意味合いが強いという見方もある。

早大客員教授の春名幹男氏は、今年7月にケネディー氏の駐日大使氏名に関する憶測報道が出た際、「厄介払い」と評したツイートを行っている。

また、同時期にブルームバーグなどは、「ケネディ大使なら日本の男女格差に異議を唱えられるだろう」との記事を掲載。日本企業の海外進出とグローバル人材育成を支援している経営コンサルタントのロシェル・カップさんは、この報道に対し「日本女性の社会的地位の向上に貢献することがことさら強調されるのは、彼女が貢献できる分野が他にあまり思いつけないからではないだろうか?」と指摘していた。

しかし、ケネディ氏については従軍慰安婦などの歴史認識問題にも、明確な態度を示すのではという声もある。ジャーナリストの冷泉彰彦氏は、ケネディ氏の就任について下記のように述べている。

中国やロシアを露骨に敵視した「価値観外交」ではなく、ともすれば功利的な関係に流されがちな日米というものを、本来の自由と民主主義の尊重、「戦後の平和」を象徴する存在として原点に回帰する、そんなイメージでしょうか。

とりわけ、いわゆる従軍慰安婦をめぐる河野談話の問題については、他でもないアメリカ東海岸のリベラル人脈の中のシンボル的な女性を日本に送り込むことで、「日本が孤立しかねない態度変更」を「絶対にやっては困る」という強いメッセージを送って来たと見ることができます。そこには、ニ国間関係のパートナーとして「橋下発言」のようなことも「絶対に困る」という含みもあると思います。

また、元モーニングスター取締役編集本部長の髙野潔氏は、下記のようにツイートしている。

ケネディ氏が故ジョン・F・ケネディ元大統領の長女で、抜群の知名度を誇ることもあり、アメリカのメディアが日本でのケネディー氏の動きに関心を寄せるのは間違いないとの見方もある。そのため、日本にはケネディブランドを活かして、日本の情報の発信力を期待する声も上がる。

キャロライン・ケネディ氏の駐日大使就任は、日本にとって吉となるのか。今後の動向が注目される。
