在コンゴ大使館の火災、日本人書記官を逮捕 横領の隠蔽目的か

アフリカ中部のコンゴ民主共和国で2013年6月に日本大使館が半焼した事件で、警視庁は11月2日、当時大使館に勤務していた日本人書記官を逮捕したという。時事ドットコムなどが報じた。

アフリカ中部のコンゴ(旧ザイール)で6月に日本大使館が半焼した火災で、警視庁捜査1課は2日、ガソリンをまくなどして火を付けた疑いが強まったとして、現住建造物等放火容疑で、当時大使館に3等書記官として勤務していた外務省職員の男(30)を逮捕した。

火災が発生した際、ビル1階の防犯カメラにこの男によく似た人物が映っていたという。

ビル1階の共通エントランス付近の防犯カメラに出火直前、男が灯油缶のようなものを運び込む姿が写っていたことが判明した。



現場にはガソリンがまかれた跡があったほか、マッチのようなものも散乱していたという。

火元は、大使や参事官の公室のある4階。経理に関わる書類のスペースが燃えていたようだ。大使館内への出入りは制限されていることから、外務省は、関係者による犯行の可能性が高いと判断していた。

外務省関係者によれば、職員が横領を隠すために放火した疑いがあるという。

外務省関係者の話では、外務省はコンゴ警察側に「職員が横領を隠すために放火した疑いがある」と説明しているという。



外務省は3等書記官を帰国させ、8月に警視庁に告発。これを受けて警視庁は8月16日、捜査1課や鑑識課の捜査員を現地に派遣した。実況見分の結果、ガソリンをまいて火をつけた可能性が高いことがわかった。
