11月11日からポーランドの首都ワルシャワで開幕した国連気候変動枠組み条約第19回締約国会議(COP19)で、フィリピン政府代表団のイェブ・サノ氏が演説を行った。彼は涙ながらに途切れがちに演説を行った。サノ氏の兄弟はこの２日間、素手で数百もの遺体を埋葬したという。インフラが壊滅した村や街は深刻な飢餓と水不足で悩まされている。ハフィントンポスト・ドイツ版が伝えた。
サノ氏は涙をこらえて述べた。「この気候変動の危機は狂気だ。この狂気を止めよう――ここワルシャワで」
この20年間、国際社会による気候変動の防止や温暖化防止のための温室効果ガス削減の目標達成の試みは失敗に終わっている。
「私たちはどうすることもできずにただ座って、見ているわけにはいかない。声を上げることができずにいる数えきれない人々のために言う。この惨劇で孤児になってしまった子どもたちのために言う。そして今、生存者を救出し、苦痛を和らげるために時間と闘っている人々のために言う」
サノ氏の感情に訴える演説は20分近くにも及び、他の代表団たちの涙を誘った。演説の最後には、一瞬の静寂の後、はじめに議長の拍手が、やがて会場全体でスタンディングオベーションとなった。
