チベット仏教最高指導者ダライ・ラマ14世の誕生日にあたる7月6日、祝福のために集まったチベット族の僧侶や住民に対して警官隊が発砲、少なくとも7人が負傷した。中国政府がチベットの寺院に対し、ダライ・ラマの肖像写真を掲げることを17年ぶりに許可するなど、融和的な動きを見せた中での発砲に波紋が広がっている。
発砲が起きたのは中国四川省のカンゼ・チベット族自治州タウ県。朝日新聞デジタルによると、1人が頭部を撃たれ、重体という。住民ら数百人は同県にある聖山に登ろうとしていたが、武装警察は催涙弾も撃って阻んだという。銃撃が実弾かは不明。
同局によると、同県の“聖なる山”に集まったチベット僧ら約1千人を警官数百人が包囲、解散を命じて発砲し、石などで参加者の車のガラスを割るなどした。
中国外務省の華春瑩報道官は9日の定例記者会見で、事件を「知らない」とした上で、「(ダライ・ラマは)宗教名目で分裂活動を行い、民族の団結と社会の安定を壊す政治亡命者だ」と従来の主張を繰り返したと産経新聞は伝えている。
■抑圧と融和の「アメとムチ」政策を推し進める中国政府
アメリカの人権監視NGOヒューマン・ライツ・ウォッチによると、2009年以降、119人のチベット民族が中国政府の政策に抗議して焼身自殺を図っており、2006年以降、200万人超のチベット民族が、政府命令による家屋の改築、あるいは新築を通じチベット自治区(TAR)内に強制移住させられたとしている。
6日に78歳の誕生日を迎えたダライ・ラマは、6月13日の会見で、チベット民族の相次ぐ焼身自殺について「もちろんとても悲しいことだ。ただそれと同時に、そのような思い切った行動が効果を及ぼしているかには疑問を感じている」と述べた。一方でダライ・ラマは、「中国当局者が引き金となっている兆候がある。当局者は焼身自殺の原因を調べるべきだ」と訴えたことをロイターが伝えている。
強圧的なチベット政策を進める中国だが、一方で融和路線を模索しているような動きも見せている。共同通信によると、中国当局がチベット自治区ラサのガンデン寺に対し、ダライ・ラマの肖像写真を掲げることを許可すると通知した。チベット独立を支援する国際団体「自由チベット」(本部ロンドン)などが6月28日に明らかにしている。
