北朝鮮と韓国の砲撃戦で高まった緊張関係を打開するため、南北の高官会談が続いているが、北朝鮮は潜水戦力77隻のうち70%にあたる約50隻を、日本海と黄海の潜水艦基地から出航させ、軍事境界線付近の砲兵も、南北高官会談前の2倍以上の戦力を射撃待機に切り替えている。

聯合ニュースによると、韓国軍当局者は8月23日の記者ブリーフィングで「北朝鮮の潜水艦と潜水艇数十隻が、日本海・黄海の基地を出航し、韓国軍のレーダーに認識されていない。潜水艦・潜水艇全体の70%にのぼる」と語った。

ハンギョレ新聞によると、北朝鮮軍は「ロミオ級(1800トン)潜水艦約20隻、サンオ級(300トン)約40隻、潜水艇(130トン以下)約10隻」を運用している。韓国軍は潜水艦209級(1200トン)9隻と214級(1800トン)4隻など計13隻。韓国軍は数では劣勢だが、北朝鮮軍の潜水艦は、1950年代の旧ソ連の技術で造られており、性能面では韓国が上回るとみられる。

現在、韓国軍は、最高の警戒態勢を維持し、水中探知と軍事境界線付近の砲兵戦力を急ピッチで増強している。また韓国軍は、北朝鮮軍の潜水艦の経路を把握するため、駆逐艦と護衛艦、哨戒機P-3Cを追加配備した。米韓連合軍司令部は、北朝鮮の軍事活動を追跡する情報監視態勢を「3」から「2」に格上げして、北朝鮮軍の状況をより正確に追跡している。

聯合ニュースによると、軍当局と軍事専門家は、北朝鮮軍のこのような動向が「南北高官会談で有利な立場に立つため、プレッシャーをかける戦略か、決裂の場合に備えてさらに軍事的挑発に出るための動き」と分析している。

ウォールストリート・ジャーナルも、NGO「国際危機グループ」のダニエル・ピンクストン研究員の話として「北朝鮮の潜水艦の配置は、南北会談で韓国側に心理的なプレッシャーを与えるための策略だ」と伝えた。ピンクストン氏は「もし潜水艦を(攻撃に)利用する計画であれば、目立たない場所に配置するだろう」と述べた。
