エジプトのモルシ前大統領支持派による「怒りの金曜日」デモから一夜明けた8月17日、首都カイロ中心部ではモルシ前大統領の出身母体であるイスラム組織ムスリム同胞団が主導するモルシ派の数百人がモスクに立てこもったが、治安部隊が突入して排除、騒乱状態になった。周辺を軍や警察、反モルシ派の住民が包囲し、銃声が鳴り響くなど極度の緊張状態に陥った。時事通信が伝えた。
モルシ派が立てこもっていたのは、16日に大規模デモが行われたカイロ中心部ラムセス広場付近の「ファタハ・モスク」。治安部隊の突入でどの程度の死傷者が出たのかは不明だ。
暫定政府によると、16日から17日にかけて全国各地で起きた新たな衝突で、少なくとも173人が死亡し、治安当局が14日にデモ隊の強制排除に乗り出して以降、死者の数は800人以上に上っている。

■ ムスリム同胞団関係者1000人以上の身柄を拘束、同胞団解散を検討
共同通信によると、エジプト暫定政府の報道官は17日、イスラム組織ムスリム同胞団を、政権が法的措置により解散させることを検討していると発表した。内務省は、モルシ派による16日の全国での大規模デモで武器所持や暴力行為があったとして、同胞団メンバーら1004人を逮捕したことを明らかにした。
暫定政権のベブラウィ首相は17日、「血に汚れた手で武器を持つ者と和解はできない」として、ムスリム同胞団に対し、解散命令を出すことを検討していると述べた。同胞団は2011年のムバラク政権崩壊まで、長く非合法とされてきたが、福祉活動などを続け、貧困層を中心に支持を集めてきた。実際に解散命令が出たとしても、それを受け入れる可能性は低く、一層の反発を招くのは必至だ。
■ アルカイダ指導者の弟を拘束 「テロとの戦い」アピールか
共同通信によると、エジプト治安当局者は17日、首都カイロ近郊ギザの検問所で、国際テロ組織アルカイダ指導者のアイマン・ザワヒリ容疑者の弟ムハンマド・ザワヒリ氏を拘束したことを明らかにした。拘束時の詳細や理由には言及しておらず、モルシ前大統領支持派と治安部隊との衝突に関与していたかは不明。
モルシ派を徹底弾圧する軍主導の暫定政権には、モルシ派とアルカイダのつながりを印象付け、弾圧がテロとの戦いであるとアピールして、国際社会の批判をかわす狙いがあるとみられる。
■ アメリカ共和党重鎮、エジプト支援停止を要請
アメリカ共和党重鎮のマケイン、グラム両上院議員は16日、エジプト治安部隊によるデモ隊強制排除を「市民の大虐殺」と批判、アメリカとエジプトとの古くからの関係は「分岐点に差し掛かった」として、オバマ政権にエジプトへの巨額軍事援助停止を促す声明を発表した。声明は、暫定政権が「アメリカが共に歩むことのできない暗黒の道」を選択したと非難し、外交関係を抜本的に見直す必要性を強調。オバマ政権に対しても、アメリカが持つ影響力を行使せず「アメリカの信用をおとしめた」と批判の矛先を向けた。
■ ムスリム同胞団を支援していたトルコ、エジプトとの関係悪化
エジプトの混乱は、隣国トルコにも影響を及ぼしている。
トルコ外務省当局者は15日、エジプトのデモ強制排除を受け、協議のため駐エジプト大使を召還したことを明らかにした。これに先立ち、トルコ政府は強制排除を強く非難していた。これを受け、エジプト政府もただちに駐アンカラ大使の召還を発表した。
産経新聞によると、イスラム系政党の公正発展党(AKP)が政権を握るトルコは、クーデター後から一貫して暫定政権やその後ろ盾である軍の行動を批判してきた。そこには、AKP自身が国内で軍などの世俗主義勢力と対立している事情が作用しているとみられる。
これに対し暫定政権側は「トルコは口出しするな」などと繰り返し不快感を表明、報道が同胞団寄りに偏向しているとしてトルコ人記者が一時拘束されるといったケースも相次いだ。16日にはトルコとの合同海軍演習を中止すると発表しており、いっそうの関係悪化は避けられない状況だ。
2002年にトルコ初のイスラム政権を樹立した公正発展党(AKP)を率いるエルドアン首相は、イスラムと民主主義を両立した「モデル国」として、民衆運動「アラブの春」で独裁政権が崩壊した国々のリーダー役になることを目指していた。アラブの春が始まった11年には、エジプト、チュニジア、リビアを歴訪。各国で台頭するイスラム勢力への支援を通じ、存在感を高めつつあった。
だが、エジプトのモルシ政権が崩壊し、同胞団が弾圧されたことは、各国のイスラム勢力にも打撃を与えるのは必至で、トルコの影響力低下も免れそうにない。ビルギ大学のトゥラン教授(政治学)はAFP通信に「トルコは中東で孤立を余儀なくされる」と指摘している。
