第189通常国会が1月26日、召集され、第3次安倍晋三政権として初めての本格的な論戦が始まった。参院本会議場では天皇陛下をお迎えして開会式を行った。

天皇陛下のお言葉全文は次の通り。

本日、第189回国会の開会式に臨み、全国民を代表する皆さんと一堂に会することは、私の深く喜びとするところであります。

国会が、国民生活の安定と向上、世界の平和と繁栄のため、永年にわたり、たゆみない努力を続けていることを、うれしく思います。

ここに、国会が、当面する内外の諸問題に対処するに当たり、国権の最高機関として、その使命を十分に果たし、国民の信託に応えることを切に希望します。
