ウクライナの議員が国会内で血みどろの殴り合い

ウクライナの国会議員エゴール・ソボレフ氏とヴァディム・イフチェンコ氏が、汚職対策法案を巡って対立し、首都キエフにあるヴェルホーヴナ・ラーダ(最高議会)議事堂内で殴り合いに発展した。

ソボレフ氏は「自助党」の議員、イフチェンコ氏は「祖国党」の議員。2人は、制服姿の警備員らが見ている前で殴り合いを続けた。

乱闘のあと唇に血糊を付けている2人の様子は、議会第一主義の原則からはかけ離れた姿だ。しかし、ウクライナ議会ではこれまでも多くの喧嘩が起こっており、政治上のプロセスのひとつのようになっている。

この動画が撮影されたのは、世界のリーダーたちによってウクライナとロシアの間での停戦合意が取り付けられた直後のことだった。両国の停戦は2月15日に発効したが、両国は、"何を合意したか"について合意しているようには見えない。

ウクライナと西側諸国は、ロシアが親ロシア派を支援するために、ウクライナ東部に兵士と武器を送り込んでいると非難しており、ウクライナのポロシェンコ大統領は、今回の合意には、「すべての外国軍およびすべての兵が、確実にウクライナの領土から撤退する義務」が含まれると強調している。

一方、モスクワはこの疑惑を否定し、ロシア人兵士は自らの意志で活動していると述べているが、武装勢力が数多くの近代的な重火器を保有しているという事実は、ロシアの釈明と矛盾するものだ。

ウクライナ東部では、ロシアが支援する独立派とウクライナ政府軍との戦闘によって、2014年4月以降、5300名を超える人の命が失われている。新しい停戦合意は、重火器やロケット弾発射システムを、口径に応じて前線から約50~140キロ離れた場所まで後退させ、緩衝地帯を作り出そうとしている。撤退は停戦開始から24時間以内に始まり、2週間以内に完了することが求められている。
