シリア軍事介入で分裂くっきりと 米ロ首脳会談も物別れ【G20閉幕】

20か国・地域(G20)首脳会合は6日、ロシア西部サンクトペテルブルクで2日間の日程を終え、首脳宣言を採択して閉会した。焦点となったシリア問題では、化学兵器使用疑惑を受けて軍事介入を検討するアメリカと、これに強硬に反対するロシアが激しい綱引きを展開。軍事介入を目指すオバマ米政権への支持は広がらなかった。首脳宣言にもシリア問題は盛り込まれなかった。

20か国・地域(G20)首脳会合は6日、ロシア西部サンクトペテルブルクで2日間の日程を終え、首脳宣言を採択して閉会した。焦点となったシリア問題では、化学兵器使用疑惑を受けて軍事介入を検討するアメリカと、これに強硬に反対するロシアが激しい綱引きを展開。軍事介入を目指すアメリカのオバマ政権への支持は広がらなかった。首脳宣言にもシリア問題は盛り込まれなかった。MSN産経ニュースが伝えた。

ロシアのプーチン大統領は同日、オバマ大統領と約20~30分にわたってシリア情勢について会談したが、ロシアのウシャコフ大統領補佐官(外交担当)によれば、「双方の対立は残った」と物別れに終わったことを明らかにした。

時事ドットコムによると、G20、1日目の夕食会はプーチン大統領の提案で、各国首脳らがシリア情勢を特別に議論する「サミット」となった。5日午後10時(日本時間6日午前3時)すぎから日付をまたいで約2時間45分、国連の潘基文事務総長と15か国首脳が立場を表明。オバマ大統領は軍事介入の目的は体制転換ではないと述べ、理解を求めた。安倍晋三首相はブエノスアイレスでの国際オリンピック委員会(IOC)総会出席のため中座し、発言はなかった。

2日目はロシアのラブロフ外相の主宰で、やはりシリア問題に焦点を当てた昼食会を開催。ライス米大統領補佐官(国家安全保障担当)、シリア内戦の調停役のブラヒミ国連・アラブ連盟共同特別代表も招待され、化学兵器問題への対応、内戦終結に向けたジュネーブ国際会議の実現について協議した。

■ オバマ大統領「G20首脳の大半が意見一致」

ロイターによると、オバマ大統領はサミット閉幕後の会見で、G20首脳の大半が、シリアの化学兵器使用疑惑についてアサド政権に責任があるとの意見で一致したと明らかにした。

シリアで化学兵器が使用されており、化学兵器使用を禁じる国際規則を維持すべきとの考えで合意したとしている。

ただ、国連の決議がないまま、シリアへの軍事力行使に踏み切ることには、首脳間で異論があったと明らかにし、これについては同意できないと表明。国連安保理は機能不全に陥っているとの見方を示した。

また、10日にアメリカ国民に向けてシリアに関する演説を行う考えを明らかにした。

アメリカのパワー国連大使は6日、シリアに対する武力行使について「これに代わる選択肢はなくなった」と述べ、シリアのアサド大統領はロシアの支持を得られると見込んでいたとの見方を示し、ロシアが立場を翻すと考えることは短絡的であるとした

また、ホワイトハウスは6日、これまで11か国がシリアの化学兵器攻撃を非難しているとし、国際社会による強力な対応を求めた。

ロイターによると、20か国・地域(G20)閉幕に際し発表された声明では「シリア政府が化学兵器攻撃を行ったことは証拠から明らかだ」とした上で「こうした国際規則への重大違反に対して、国際社会の強力な対応を求める」とした。

声明には、オーストラリア、カナダ、フランス、イタリア、日本、韓国、サウジアラビア、スペイン、トルコ、英国、米国の首脳および代表が署名した。スペインはG20に含まれていない。

■ プーチン大統領「シリアを支援する」

ロシアのプーチン大統領は6日、シリアの戦争に関与する計画はないと言明したが、シリアへの軍事介入が実施された場合には、現在と同水準の支援を維持する考えを示唆した

大統領はG20首脳会合の閉幕に当たり、シリアが軍事介入を受けた場合には同国を支援するかと問われ、「支援する。現在もシリアを支援しており、武器提供や経済的に協力している。困難な状況に置かれているシリア市民に支援を提供するため、今後は人道支援でも一層協力したい」と答えた。

ロシアのラブロフ外相は6日、「責任ある国の間では、安保理の了承を得ない武力行使は、国際的な協議の場を持ち政治的解決を目指す努力を台無しにするとの認識が深まりつつある」と述べた

■ 習近平国家主席「政治手段を通して解決すべき」

中国の習近平国家主席は6日、オバマ大統領に対し、シリア問題は軍事介入ではなく政治手段を通して解決するべきとの考えを示した

新華社によると、習国家主席はオバマ大統領に対し、「シリア危機に対しては、政治的な解決のみが正しい対処法となる。軍事介入は問題の根本的な解決にはつながらない」との立場を示した。そのうえで「行動を起こす前に関係各国が再考することを期待している」と述べた。

また、中国の国営テレビによると、習主席はオバマ大統領に対し、「国際法・国際関係の根本規範」と化学兵器の使用禁止という二つの原則を順守する中国の姿勢を示した。そのうえで、国際社会に対し、シリアでの政治的移行について話し合う会議のジュネーブでの開催に向け努力するよう求めた。
