ドイツ南部バイエルン州で8日まで開催されていた主要7カ国(G7)首脳会議は、低炭素経済を目指すことで一致したが、各国が地球温暖化ガス排出量に関し拘束力のある削減目標で合意するには至らなかった。

閉幕に当たり採択した共同声明では、G7は2050年までに世界の地球温暖化ガスの削減幅を2010年比で40━70%のレンジ上限とする方針を支持。平均気温の上昇幅を産業革命以前と比較して摂氏2度以内に抑える目標を支持することでも同意した。

声明は「革新的な技術の開発、活用など、長期的に低炭素の世界経済実現に向けた役割を果たし、2050年までにエネルギー分野の変革に取り組む」と表明した。

環境問題に熱心な議長国のメルケル独首相は、パリで開催される年末の第21回国連気候変動枠組み条約締約国会議(COP21)を前に、各国が具体的な削減目標で合意することを望んでいたが、実現には至らなかった。

<対ロシア制裁、必要なら強化の用意>

ウクライナ問題をめぐるロシアへの経済制裁措置では、G7首脳は強硬な姿勢を維持した。

メルケル首相は会議後の会見で、必要なら強化する用意があると表明。ロシアとウクライナ双方が2月の停戦合意を順守することを望むとしたが、「状況が悪化し、必要となれば制裁を強化する用意がある」とした。

声明では、ロシアがウクライナの分離派への支援を停止し、停戦合意を完全に履行すると想定していると指摘。「ロシアがこうしたコミットメントを履行した場合には、制裁は縮小される可能性がある」とした。

<ギリシャ支援協議、残された時間わずか>

ギリシャ問題はG7の全体会議、および2カ国間の首脳会議でも協議された。

メルケル首相は、ギリシャの支援協議について、残された時間はわずかとし、ギリシャが経済改革を実施するなら、欧州は結束を示す用意があるとの認識を示した。

「ギリシャはユーロ圏にとどまる。だがギリシャとの連帯には、ギリシャが提案を行い改革を実施する必要があるとの立場を明確にしたい」と言明。その上で「あまり時間は残っていない。一日一日が極めて重要」と述べた。[クリュン(ドイツ) 8日 ロイター]
