スペイン南端にあるイギリス領ジブラルタル政府は8月5日、スペイン政府がジブラルタルへの出入国制限を検討していることを強く非難した。イギリスのキャメロン首相も双方の緊張の高まりに懸念を表明しており、外交問題に発展している。「地中海の鍵」と呼ばれる戦略的要衝をめぐっての300年間にわたる両国の領土対立が再燃した形で、その行方に注目が集まっている。

NHKによると、スペイン政府が長年返還を求めている、地中海に面したイギリス領ジブラルタルで、7月、イギリス側が沿岸に魚礁の設置を始めたことに対し、スペイン政府が漁場の破壊につながるとして抗議し、国境での検問を強化したことなどで二国間の緊張が高まっている。

スペインのガルシアマルガリョ外相は4日付の同国紙ABCのインタビューで、ジブラルタルに出入りする車両に50ユーロ(約6500円)を課税する考えを示した。外相は徴収した50ユーロを「漁民への補償に使う」と表明している

ジブラルタルのピカード首席閣僚(首相)は猛反発。英ラジオに「欧州連合(EU)加盟国のやることか。北朝鮮の話かと思った。(スペインの独裁者)フランコも昔、似たことを言っていた」と口を極めて批判した

一方、イギリスのヘイグ外相は、言葉による挑発には乗らないと語り、スペイン側にはイギリス側の懸念を伝えるにとどまった。スペインはジブラルタルの返還を要求するが、イギリスは300年前にジブラルタルを英領と認めたユトレヒト条約を盾に一歩も引かぬ姿勢だ

スペイン継承戦争(1701~14年)で奪われたジブラルタルを取り戻したいスペインと、イギリス領でいたいジブラルタルの対立は連綿と続いてきた。イギリス領ジブラルタルは、ヨーロッパの国々の間で検問無しで国境を越えることを認めるシェンゲン協定には参加しておらず、ジブラルタルの返還を求めているスペインとの国境の検問の在り方を巡っては、以前から問題になっている

イベリア半島南端、同名の海峡を隔ててモロッコに対する小半島の先端を占めるイギリスの自治植民地。面積6.5平方キロメートル人口3万(2010)。NATOの基地が置かれるなど、戦略的に重要な位置にあるため、〈地中海の鍵〉と呼ばれてきた。スペイン系住民がほとんどだが公用語は英語。1713年のユトレヒト条約以来、イギリスの要塞都市・軍港。スペインが領有を主張している。
