福岡の中学校で拳銃誤射事件、生徒も教師も「モデルガンだと思っていた」

福岡の中学校拳銃誤射事件。校長は生徒に「一緒にがんばろう」と呼びかけ

福岡県志免町の公立中学校の職員室で、生徒から没収した拳銃を男性教諭が誤射した事件で、福岡県警は11月25日、銃を所持していた生徒の父親を銃刀法違反の容疑で逮捕した。

福岡県の教育委員会は26日、県内すべての公立学校に対し、危険物持ち込みの点検と安全確保、管理職への報告を徹底するよう文書で通知した。とりあえずはこれで幕引きということなのだが、今回の教師や学校側の対応にはかなり疑問符が付く。

報道によると、発射された銃は生徒が実弾とともに所持していたもので、発射した教諭とは別の教諭が「授業とは関係ない物」として没収し、11月20日から職員室の棚に保管していた。生徒は「モデルガンだと思っていた」と話していたという。

その後23日になって、男性教諭が保管されていた銃を取り出し、弾を入れて引き金を引いたところ、実弾が発射され、職員室の椅子に当たったという。連絡を受けた教頭の指示で銃を金庫に保管。学校が粕屋署に届け出たのは25日になってからである。

報道では「誤射」となっており、あたかも避けることができなかった事故のようなニュアンスになっているが、発射までの経緯から判断するとそうは見えない。教諭はわざわざ銃に弾を込め、引き金を引いている。教諭の行為が招いた必然的な結果と考えた方が自然である。

校長はマスコミの取材に対して「男性教諭と教頭は発射後も精巧なモデルガンだと思いすぐに報告しなかった。学校としての認識が甘かった」と述べている。モデルガンなのか、そうでないのかを見分けるのは難しいにしても、弾が発射できるモデルガンの所持は銃刀法違反になり得るし、発射はさらに罪が重い。本来であれば、実物の銃とは知らなかったで済まされるような問題ではない。しかも実弾が発射されてから、警察に届けるまで2日もかかっている。

日本には厳しい銃規制があり、今回のように子供が学校に銃を持ち込むというのは珍しい事件といってよいだろう。だが技術は急激に進歩しており、現在では3Dプリンタとパソコンがあれば誰でも銃を製造できる時代になっている。あってはならないことだが、子供が銃を学校に持ち込む可能性は、むしろ高まっている。

そういった社会情勢であるにも関わらず、モデルガンだと安直に考え、いじくり回して銃を暴発させた今回の教師は、あまにも認識が低い。このような環境に子供を預けなければならないという現実を、我々はよく理解しておく必要があるだろう。

ちなみに誤射のあった中学校では、26日に臨時の全校集会を開催し、校長が「私自身も驚いている。日常の生活はこれまでと変わらず、一緒に頑張ろう」と呼び掛けたという。
