香港議会、選挙制度改革案を否決 「ニセの普通選挙は受け入れられない」

香港の選挙制度の改革案が6月18日、議会に当たる立法会で否決された。可決に必要な3分の2の賛成は得られなかったことが原因。政府案では民主派の立候補が事実上排除されるため、民主派の市民や議員が強く反対していた。

香港の選挙制度の改革案が6月18日、議会に当たる立法会で否決された。可決に必要な3分の2の賛成が得られなかったことが原因。政府案では民主派の立候補が事実上排除されるため、民主派の市民や議員が強く反対していた。NHKニュースが報じた。

香港のトップである行政長官の選挙制度改革案をめぐって、立法会では17日から審議が行われてきた。今回の改革案が否決されたことで2017年に予定されている行政長官選挙で、1人1票投票できるとする制度改革は白紙に戻った。香港では、これまでどおり業界団体の代表などによる間接選挙が継続されることになった。

中国共産党に批判的な民主派の議員は、「中国は香港の政治に介入を続けている。偽の普通選挙を受け入れれば、変えることはできない」と述べ、改めて反対する姿勢を示していた

香港では14日以降、民主派のデモが再び盛り上がり、市民らが「本物の普通選挙を求める」などとシュプレヒコールを上げながら立法会の前まで行進していた

■中国政府に都合のいい人間しか立候補不可能

香港の行政トップに当たる行政長官は、これまでは定数1200人の「選挙委員会」が選んできた。委員の任命は中国が影響力を持っており、8割が親中派とされる。

ただし香港返還時に定められた基本法では、行政長官の選出は「指名委員会が民主的な手続きで指名した後、普通選挙で選出する」と規定されているため、2017年からはついに、一般有権者による普通選挙が導入されることになった

その選挙制度が、中国の国会に当たる「全人代」で2014年8月に確定したが、候補者を選ぶ「指名委員会」の構成は、既存の「選挙委員会」とほぼ同じ。さらに、最大3人の立候補しか認めない内容だった。確かに行政長官は市民の投票で選ばれるが、事実上、中国政府に都合のいい人間しか立候補できないもの。行政長官を「民主的な手続きで指名する」という、返還時の約束は骨抜きになった。
