銃規制強化求め、民主党議員の議場座り込みが26時間に及ぶ「決してあきらめない」

アメリカの上院議会が6月20日、銃規制強化案の採決の動議を否決したことを受けて、民主党の議員グループが22日から下院本会議場で座り込みの抗議を行った。議場の占拠は26時間に及び、民主党議員の銃規制強化案の採決に向けて強い意志を示した。

民主党のジョン・ルイス議員が下院本議会場の床に座り込み、採決動議項目に銃規制強化案が取り上げられていないことへの抗議を先導してからおよそ26時間後、ルイス氏とその他の民主党議員たちは抗議デモを中止した。

76歳のルイス氏は、1960年代の公民権運動で座り込みの抗議運動を主導した、象徴的な人物でもある。民主党議員が代わる代わる銃規制強化案の採決を訴える中、ルイス氏は一番最後に発言をした。

「何カ月も、何年にもわたって、そして7回の会期を通じて、下院に行動を起こさせるためには何が必要なのか、ずっと疑問に思ってきた。

何十万もの罪のない人々が銃の暴力によって命を落とした。本当に小さな子供たち。赤ん坊。学生。教師。母親たちや父親たち。兄弟、姉妹。息子たち、娘たち。友人たちや近くに住んでいる人たち。それなのに、この下院は何かしただろうか? 議長、この集団は何ひとつたりとも成し遂げていません。

私たちの魂はどこにあるのか? 私たちの勇気はどこに行ったのか?」

銃規制強化案として提出された2法案のうちの1つは、飛行機の搭乗拒否リストに含まれる人物に銃の購入を禁止するもので、もう一つは銃の見本市やオンラインで銃を購入する際に身元調査を義務付けるもの。共和党主導者たちが下院本会議を中断し、ケーブルテレビ局「C-SPAN」が抗議の様子を生中継することを差し止めたにもかかわらず、民主党員たちは夜通し議場に座り込んだ。座り込みをした議員たちは、テレビ中継の代わりにライブストリーミングのアプリ「Periscope」などを使って、議会でのやり取りを公開した。

結果的に、ルイス氏は採決を実現できなかった。例え採決が行われたとしても、その法案が可決した可能性は低い。しかし、この座り込みによって民主党は奮起し、22日夜には群衆が国会議事堂周辺に集まり、国会の中断に対して声援を送った。

「苦しい闘いです。そして我々はその苦しい闘いを勝ち抜くつもりです」とルイス氏は述べ、座り込みを終結させた。

その直後、ルイス氏が国会議事堂の外へ出ると、英雄として称えられ、銃規制を訴えるプラカードを掲げた大群衆に迎えられた。

「決してあきらめない!」ルイス氏は言った。

「決してあきらめない!」群衆は叫んで応えた。

「前代未聞の採決をしなくてはいけない」と、ルイス氏は言った。

そしてルイス氏は群衆と共に「勝利を我等に(We Shall Overcome)」を歌った。
