過激派組織「イスラム国」（IS）は11月18日、英語の機関誌「ダビク（Dabiq）」の最新号をネット上で公開し、10月31日にエジプト東部シナイ半島で起きたロシア旅客機墜落の際に使用したとする爆弾の写真を掲載した。写真には、炭酸飲料の缶やスイッチのようなものが写っている。

紙面では、ロシアがISに対して空爆を始めたことを「軽率で横柄な判断」と批判。エジプトのシャルムエルシェイク国際空港で、「セキュリティーを侵害する方法を見つけた」ことを受け、旅客機を墜落させることを決定したとしている。当初はアメリカ主導の有志連合に加わっていた国の旅客機が対象とされていたが、ロシアに変更された。219人の乗客とともに、5人の活動家も搭乗していたと書いている。
墜落したのはコガリムアビア運航のエアバスA321型旅客機で、シャルムエルシェイクからロシアのサンクトペテルブルクに向かっており、乗員乗客224人全員が死亡した。ロシア政府は11月17日、「爆発物が機内で爆発したテロだ」と断定。プーチン大統領は「犯行に関わった者たちを地球上どこにいても見つけ出して処罰する」と復讐を誓い、IS掃討名目のシリア空爆を強化すると明言した。
時事ドットコムによると、18日付のロシア経済誌のコメルサントは墜落したロシア機について、貨物室ではなく客室に爆発物が持ち込まれた疑いがあると伝えており、「機内の清掃係や飲食物の搬入担当者らを含めた、シャルムエルシェイクの空港職員の関与が疑われることになる」という見方があるという。
