「くまモン」デザイナーに発注のロゴ540万円は高すぎ? 「30万円が適切」奈良の住民訴訟に批判も

奈良県で2017年に開催される「国民文化祭」のロゴマークをめぐって、540万円の制作費が不当に高すぎるとして県内の市民団体「見張り番・生駒」メンバーらが9月16日、奈良県に対して住民訴訟を奈良地裁で起こした。「30万円程度が適切」だとして、差額の510万円を損害額と主張。奈良県に対し、同祭実行委会長の荒井正吾知事に請求することなどを訴えている。

ロゴマークは、「くまモン」などを手がけた著名デザイナー、水野学さんが制作した。実行委が2016年3月に水野さんが代表の会社「good design company」と随意契約を結び、すでに事前イベントなどで使用されている。鹿の周囲を花鳥風月が囲む円形のロゴで、奈良県の色である蘇芳(すおう)色とモノクロの2種類が制作された。

県の公式サイトによると、水野さんは「円形に動植物を配置することで、天地自然の美しさを表す花鳥風月(かちょうふうげつ)に囲まれた鹿、という構図にもなっています」と制作意図を語っている

■「高い」と訴える根拠は

一方、訴状などで、住民側は、540万円という制作費が「不当に高すぎる」根拠として、他のイベントの例を挙げている。

例えば、2013年に山梨県で行われた国民文化祭では公募で最優秀作品賞の賞金が5万円だった。また、2020年の東京オリンピック・パラリンピックのエンブレムも最終的には公募で選出されたが、この賞金は100万円だった。「国民文化祭」の実行委員会は事務局が県に置かれ、会長を荒井正吾・奈良県知事が務めている。

市民団体の代表幹事を務める阪口保県議は、ハフポスト日本版の取材に対して「過去のロゴマークでも、荒井知事は自分の知り合いに仕事を発注しているという疑惑があった。県は『くまモン』の発注額を引き合いに適切だと言っているが、今回のロゴは単なる絵ですもんね。全然性格が違う。そもそもロゴは本来なら県民から公募して、県の中で盛り上がるためのもの。何も東京の知名度のあるデザイナーに発注する必要はない」と話している。

阪口県議らは、加えて、随意契約で競争性、透明性が担保されていない点も問題視している。随意契約を結んだ理由について、奈良県は、くまモンが1244億円の経済波及効果や90億円の広告効果を熊本県にもたらしたことなどを理由書で挙げ「性質又は目的が競争入札に適さない」としている。2016年3月に開催された実行委員会で諮り、「くまモン」のデザイナーである水野学氏の所属する「good design company」と契約した。

■「デザインの価値貶める」の意見も

住民訴訟をめぐって、Twitter上では、賛否の声が上がっている。

奈良県在住の作家、寮美千子さんは「どんどん追及して」とコメントした。

一方、批判する人々からは訴訟について「これが通れば奈良の仕事請ける人はいなくなる」「公募は作品を無料で入手する手段?」などの投稿も。

また、東京藝大の藤崎圭一郎教授は「デザインの価値を貶める」として抗議したほうがいいのでは、とも呼びかけている。

こうした批判に対して、阪口代表幹事は、「住民訴訟に至る前の住民監査請求では委託料10万円が適正としていたが、デザイナーの方の意見も参考にして、訴訟では30万円に引き上げた」と話している。

■「キモい」せんとくんのPR効果は約225億円?

奈良県内では、2010年に奈良県で開催された平城遷都1300年祭の公式キャラクター「せんとくん」が2008年の初披露時に「気持ち悪い」と批判を浴びた。複数の住民グループがオリジナルキャラクターを作成する騒動になり、逆に注目を集める結果になった過去も。

2010年に奈良県は「せんとくん」のPR効果が、新聞やテレビなどの広告費に換算して約225億円に上ると算出した。ライセンス契約を結んだ商品の総額は約48億円に上り、その後県の公式キャラクターとして今でも活躍している。
