開城工業団地の操業を韓国が中断 北朝鮮との経済協力は「核とミサイルに使われた」

北朝鮮の事実上の長距離弾道ミサイル発射実験を受け、韓国政府は2月10日、北朝鮮の開城工業団地の稼働を全面的に中断した。

北朝鮮の事実上の長距離弾道ミサイル発射実験を受け、韓国政府は2月10日、北朝鮮の開城(ケソン)工業団地の稼働を全面的に中断した。

開城工業団地は、北朝鮮の領内に韓国企業が入居する工業地帯。北朝鮮の労働者に賃金を支払っている。南北の経済協力のモデルケースとされてきたが、核問題や人権問題で国際的な批判が高まる北朝鮮に、核開発などの資金を供給しているとの批判にもさらされてきた。

聯合ニュースによると、洪容杓(ホン・ヨンピョ)統一相は、「これ以上、開城工業団地の資金が北朝鮮に利用されるのを防ぎ、韓国企業が犠牲にならないようにする」と説明した。

洪統一相は、以下のように批判した。

「これまで開城工業団地を通じて、計6160億ウォン(約588億円)の現金が流入し、昨年だけでも1320億ウォンが流れた。政府と民間から総額1兆190億ウォンが投資されたが、結局、国際社会が望む平和の道ではなく、核兵器と長距離ミサイルを高度化するのに使われたとみられる」

■開城工業団地とは?

開城は北朝鮮の南西に位置し、韓国との軍事境界線から約5kmの位置にある。現在は軍事境界線を越えて民間人の南北往来が許可されることはほぼないが、開城工業団地には、例外的に軍事境界線をまたぐ高速道路が通っており、韓国の首都ソウルから1時間ほどで直行できる。鉄道のレールもつながっている(運行は2008年12月以来中断している)。

2000年6月の南北首脳会談で、韓国と北朝鮮の首脳が経済協力で合意したのに伴い、2003年に着工。試験操業を経て2007年から本格的に操業を開始した。北朝鮮は開城を経済特区に指定しており、約3.3平方キロの工業団地に124の韓国企業が入居して、北朝鮮の従業員を雇い、賃金を支払っている。

2015年8月時点で約5万4700人の北朝鮮労働者が働いており、北朝鮮に年間約1億ドル(約120億円)の外貨収入をもたらしているという

核問題やミサイル問題が起きたあとは、南北間の駆け引きの材料にもなってきた。2013年4月には、北朝鮮が一方的に従業員を全員撤退させたが、その後、正常操業に戻っている。

2000年代後半以降、南北関係が悪化してからは、北朝鮮と韓国を経済的につなぐ数少ないルートの一つでもあった。

2016年1月に北朝鮮が実施した4回目の核実験や、2月のミサイル発射実験などを受け、韓国政府は事実上の経済制裁として、これまでにない厳しい措置を取った形だが、北朝鮮の反発は必至で、約500人駐在している韓国人従業員の撤収などがスムーズに進むかは予断を許さない。野党「共に民主党」は「開城工業団地の永久閉鎖につながる可能性が高い」として「南北関係の全面的な遮断であり、冷戦時代への回帰を意味する」と今回の措置を批判した
