抗日戦勝勝利70周年の記念行事に参加するため中国を訪れた韓国の朴槿恵大統領は、9月2日に習近平主席と会談し、北朝鮮の核問題ついて、非核化の目標を堅持し、6者会談の早期再開や朝鮮半島の平和的統一支持などで一致した。韓国大統領府が発表した。

また、両氏は日中韓首脳会談を10月末から11月初めの時期に、韓国で開くことで一致した。日中韓首脳会談は2008年から3国持ち回りで開かれていたが、関係悪化で2012年以降は開かれていない。菅義偉官房長官は3日午前の記者会見で、具体的な日時や場所の日程調整に入ることを明らかにした。

朝鮮日報は、訪中した30カ国の首脳の中で、習近平主席が唯一、朴大統領と昼食を共にしたこと、2人の会談がすでに6回目を数えることをあげ「過去とはまったく別次元の協力関係に入った」と歴史的な意義を強調した。日中韓首脳会談の提案も、訪中が「中国の歓心を買うためでも、反日連合に加わることでもないということを示す必要があった」として「韓国が中国に傾いているという、アメリカなど伝統的な友好国の懸念を払拭することも重要な課題だ」と指摘した。

中央日報は、北朝鮮情勢に対するアメリカの影響力の低下を指摘した。

中国と共に解決のカギを握る米国のオバマ政権の中では、北核問題を解決するという意志がますます弱まっている。6カ国協議を担当してきたシドニー・セイラー特使が退いたのに、後任がおらず空席として残しておくほどだ。 (中略)破局を中国ならば防ぐことができる。専門家たちは中国がその気になれば金正恩(キム・ジョンウン)政権を統制できるとみている。北朝鮮に入る石油を断ち切るだけでも北朝鮮としては持ちこたえられない。

「朴槿恵外交の失敗として記録される」と厳しく批判したのが東亜日報。北朝鮮の核開発の阻止に対し、中国が以前より前向きなメッセージを示さなかったとして「政治的、外交的負担を抱えて訪中したのに、習主席の土産は日中韓首脳会談の開催合意だけで失望した」と指弾した。

「緊張が高まることに反対」と「中韓は世界平和の発展にともに努力しなければならない」という習主席の発言も、北朝鮮の核実験やミサイル問題への警告だけでなく、高高度ミサイル配置など、アメリカの対中国包囲網に韓国が加わってはならないという指摘とも受け取れる。(中略)韓国が「早急な平和統一」を強調したのに、中国は以前と変わらず「将来の朝鮮民族による平和統一」を支持したことも、我々の期待に及ばない。中国の態度は外国勢力、つまり在韓米軍のいない南北統一を望むという北朝鮮の主張と違わないからだ。(東亜日報より 2015/09/03 00:00)
