韓国の大手紙・東亜日報は6月8日、雑誌「新東亜」6月号に掲載される全斗煥・元大統領(85)夫妻のインタビューの音声をFacebookページで公開した。ハフポスト韓国版などが伝えた。

この中で1980年5月、南部の都市・光州で、民主化運動を弾圧して多くの死者・行方不明者を出した「光州事件」について語っている。

1979年10月26日に朴正熙大統領が暗殺された直後、12月に全斗煥氏ら軍の一部勢力がクーデターを起こして実権を掌握する。1980年5月、保安司令官だった全氏は非常戒厳令を全国に拡大して金大中や金泳三ら有力政治家を連行した。民主化を求める学生デモが激化すると、軍は南部の光州に空挺部隊を投入して武力鎮圧を図り、市民への発砲などで多くの死者・行方不明者が出た。「5.18記念財団」によれば、認定された死者だけで154人、行方不明者70人、負傷者1628人に上る。

全氏は1980年9月に大統領に就任した。退任後の1995年、クーデターや光州事件の武力鎮圧などを追及する「5.18特別法」によって逮捕され、事件の責任を問われて無期懲役の判決を受けた(のちに特別赦免)。

インタビューで夫妻は、以下のように語っている。

李順子(全斗煥夫人):閣下(全斗煥氏)は光州民主化運動のときに犠牲になった市民も、そして本人の意思に関係なく命令によって治安を維持しようと現地に赴いて犠牲になった軍人も、すべて犠牲者だとお考えです。

光州に行って石を投げられて、5.18(光州事件)の遺族とすべての誤解がきれいに解けて、すべての怒りが収まるなら、できないことなどありません。こんなに私たちが苦労してきたのに。

全斗煥:私は光州事件とはまったく関係ない人間だ。光州事件のとき、私が保安司令官だったけど、保安司令官は情報捜査の責任者ですよ。みんな光州事件を私が起こしたんだと、主導したんだと、悪く言うけど…。

李順子:もう誤解は解けたんです。

全斗煥:解ける前に、ある政治家、大統領になろうとしてなれなかった奴が、謀略でそういうこと(光州事件の責任転嫁)にしようとしたのかもしれないけど、軍隊は、たとえば、どんな奴でも、師団長が軍団長の頭越しに命令を出すことは絶対できない。どんな国でも、保安司令官という権限と任務ははっきり決まっている。保安司令官が中央情報部長や青瓦台(大統領府)の頭越しに、こんなことは絶対できないよ。

光州事件を巡っては、韓国紙「ハンギョレ」が2016年5月18日、軍による光州市民への発砲を議論した会議に全斗煥氏も同席していたと報じた。これについて、全斗煥氏は以下のように答えている。

全斗煥:バカなことを言うな。あのとき誰も「撃て」なんて言うわけがない、国民に対して。
