G7首脳会議(伊勢志摩サミット)で、安倍首相が「世界経済はリーマンショックの前と似た状況だ」という認識を示したことが波紋を呼んでいる。

NHKによると安倍首相は5月26日のサミットの討議で、世界経済の現状について、データを示しながら、「政策的対応を誤ると危機に陥るリスクがある」と指摘し、リーマンショックの前と似た状況だと訴えた。

■消費増税の先送りへの布石か?

毎日新聞によると、首相はこうした説明を踏まえて「リーマンショック直前の洞爺湖サミットで危機の発生を防ぐことができなかった。そのてつは踏みたくない」と強調。そのうえで「世界経済は分岐点にある。政策対応を誤ると、危機に陥るリスクがあるのは認識しておかなければならない」と話したという。

安倍首相は2017年4月の消費税率10%への引き上げについて「リーマンショックや大震災のような事態が発生しない限り実施する」と、これまで繰り返し発言していた。現在の経済情勢がリーマン前と似ていると指摘することで、増税先送りの口実とする狙いが透けて見える。

■メルケル氏「世界経済は、そこそこ安定した成長を維持している」

しかし、G7の首脳の間で見解が一致しているわけではない。朝日新聞デジタルによると、26日のサミットの昼食会でドイツ首相のメルケル氏は、ワインを傾けながら、安倍首相に冗舌に反論したという。メルケル氏は財政規律を重視する立場であり、リーマン・ショックのときには、各国で協調した危機対応も経験した。会合後、記者団に対してメルケル氏は「世界経済は、そこそこ安定した成長を維持している」と釘を刺した。

国内でも反論する声がある。民進党の岡田克也代表は同日夜、記者談に対して「いや、驚きました。安倍さんの発言に。リーマンショック前と似た状況にあると訴えられていますが、一体何をもってリーマンショック前と似た状況なのか全く理解に苦しむことです」と強い口調で批判した

また、生活の党の小沢一郎代表も「お得意の茶番劇の開幕」と公式Twitterで切り捨てた。

■リーマンショックとは?

コトバンクによるとリーマンショックは、2008年にアメリカの大手証券会社リーマン・ブラザーズの破綻がきっかけとなって起きた世界的な金融危機および世界同時不況だ。

リーマン社は、2008年9月15日に米連邦破産法の適用を申請した。負債総額は6130億ドルで史上最大であった。身売り交渉が頓挫し、連邦政府も救済しなかったことを受けて金融機関同士の信用不安が広がり、国際的な金融収縮が起きた。

株価暴落による逆資産効果は世界最大の消費国アメリカで深刻な消費減退を招き、対米輸出不振を通じて、アメリカばかりでなくヨーロッパ、日本が第二次世界大戦後初の同時マイナス成長に陥った。
