一部業務停止命令では、反社向け融資にかかわった提携ローン業務を1カ月停止させる方針だ。みずほ銀行は9月、1度目の行政処分を受けており、短期間で追加処分が出るのは異例となる。

金融庁は、取締役会などに問題融資に関連した資料の提出があったにもかかわらず抜本的な対策に乗り出さなかったことや、金融庁に誤った報告をしたことを重く見て、再発防止に向けてみずほ銀行とみずほFGに経営管理体制の見直しも命じる。

金融庁検査でみずほ銀は当初、問題融資の情報が担当役員止まりと報告していたが、金融庁が9月、問題融資の放置を踏まえて業務改善命令を出した後、実際には関連資料が取締役会などにも提出されていたことが明らかになった。

当初の処分の前提となった事実関係が覆ったことから、金融庁は11月5日以降、みずほ銀行とみずほFGに重ねて報告を求めた上で、検査に入っている。[東京 25日 ロイター]
