野田聖子氏、自民総裁選にギリギリまで立候補模索 安保法案に影響は?

野田氏はぎりぎりまで立候補の推薦人集めを続ける意向で、20人に達するか、直前まで予断を許さない。

自民党総裁選が9月8日に告示される。再選へ立候補を表明している安倍晋三首相に対し、野田聖子・前総務会長が立候補に意欲を見せている。仮に選挙になっても安倍首相の再選はほぼ確実な情勢だが、野田氏が立候補した場合、安全保障関連法案の審議など、政局に大きな影響を及ぼす可能性がある。

■推薦人20人確保の可否が焦点に

産経ニュースなどによると、野田氏はすでに総裁選の公約を提出した。憲法改正問題などで折に触れて安倍首相を批判している古賀誠・元自民党幹事長が支援を呼びかけているが、野田氏にとって立候補の最大のハードルとなっているのが、推薦人集めだ。

総裁選の規定で、立候補のためには国会議員の推薦人20人を集める必要がある。支持を公言したのは尾辻秀久・元参院副議長だけだが、「28人」(日刊スポーツ)、「15人前後」(テレ朝ニュース)など情報は錯綜している。

■選挙戦なら安保法案に影響も

参院では安保法案が特別委員会で審議中だが、選挙戦になった場合、安倍首相を含む立候補者は、全国に遊説に出ることになる。投開票は20日(日)だが、シルバーウィークの5連休もあり、27日までの国会会期末まで平日は24日(木)、25日(金)の2日しかない。野党側は「首相が替わる可能性がある」と、総裁選終了まで審議拒否する可能性もあり、審議未了の廃案や、衆院の3分の2以上による再可決(60日ルール)などのシナリオが現実味を帯びてくる。

こうした状況を見越して、安倍首相側は無投票での再選を目指し、全7派閥の支持を取り付けた。また、早い段階から対立候補と目される陣営への働きかけや締め付けを強めてきた。テレ朝ニュースが9月3日に報じている。

3日は野田氏の55歳の誕生日なのですが、野田氏の周りにお祝いムードはありません。立候補に必要な20人の推薦人集めは難航していて、関係の近い議員が集まる勉強会でも欠席が相次ぐなど、「安倍総理の反対派として表に出たくない」という空気に直面しています。2日は、後見人とされる古賀元幹事長が岸田派の若手などを集めましたが、野田氏への支持を呼び掛けられるような状況にはなく、最後はカラオケをして終わったということです。これで推薦人集めも絶望的になりました。国会の会期末を控えて安保法案の成立に神経質になる官邸サイドは、対抗馬が出ないよう目を光らせています。最後まで出馬を模索した石破地方創生担当大臣の側近も「石破氏の灯は消えた」と白旗を挙げました。

■安保法案は総裁選の論点になるか

野田氏は「無投票再選は国民への欺瞞だ。傲慢で不誠実だ」と、党内議論を経た上での総裁選出を主張してきた。時事ドットコムによると、野田氏は立候補の動機について、総裁選をせずに選ばれた森喜朗・元首相の政権基盤が弱かったことを理由に挙げている。

「選挙をやらずに『国民の手を入れてない』ということで政治基盤が不安定になり、内閣支持率は1年で大きく落ちた。長期政権の基盤は自らつくらないといけない」

ただ、野田氏は総務会長時代、2014年5月発売の雑誌『世界』で「集団的自衛権が行使できる、武力行使ができるとなれば自衛隊は軍になる。軍隊は殺すことも殺されることもある。いまの日本に、どれだけそこに若者を行かせられるのでしょう」と、集団的自衛権の行使に疑念を示し、安倍氏との路線の違いが表面化した。しかしその後、総務会長として、集団的自衛権の行使を認める閣議決定を了承し、安保法案の衆院本会議の採決でも賛成している。

「安保関連法案には賛成している。私を『反安保』と言う人がいるが、そんなことはない」と強調する野田氏に対し、安倍氏に近い稲田朋美政調会長が「議論のための議論であってはならない」と批判するなど、党内の風当たりは強い。

野田氏はぎりぎりまで立候補の推薦人集めを続ける意向という。20人に達するのか、直前まで予断を許さない。
