北朝鮮と韓国の砲撃戦で緊張が高まった朝鮮半島情勢を打開するため、8月23日午後3時30分から始まった2日目の南北高官会談は、夜を徹して行われ、24日午前9時30分時点でもまだ続いている。
聯合ニュースによると、北朝鮮側は、軍事境界線付近で韓国が実施している拡声機の宣伝放送を「最高尊厳」（金正恩第1書記）への冒瀆とみなし、放送の中止と拡声機の撤去を求めているのに対し、韓国側は8月4日の地雷爆発を北朝鮮側の武力挑発とみなし、謝罪や責任者処罰を要求。会談は平行線をたどっているとみられる。双方が顔を赤らめて激高する場面があるなど、激しい応酬が続いているという。
2010年に韓国の哨戒艦「天安」が爆破されて沈没し、兵士ら46人が死亡・行方不明になった事件以後、南北間の交渉はほぼ途絶えた状態が続いており、離散家族の再会問題など、これまでの南北間の懸案がほぼすべて議題となっているため、時間がかかっているようだ。
韓国側は金寛鎮（キム・グァンジン）大統領府国家安保室長と洪容杓（ホン・ヨンピョ）統一相、北朝鮮側は黄炳瑞（ファン・ビョンソ）朝鮮人民軍総政治局長と金養健（キム・ヤンゴン）統一戦線部長が出席している。
22日午後6時半から始まった初日の会談は、23日午前4時15分まで続いていったん中断。23日午後3時半から再開されていた。
