韓国と北朝鮮が軍事境界線付近で砲撃戦を繰り広げ、緊張が高まる中、8月22日午後6時から、板門店で南北の高官が会談することになった。
20日の砲撃戦以後、北朝鮮側は、韓国側が軍事境界線近くに設置した対北宣伝放送用の拡声機を、22日午後5時半までに撤去するよう求めている。21日に「準戦時状態」を宣言、22日には国営テレビで「全面戦争も辞さず」との声明を発表した。会談が緊張の打開につながるか注目される。
韓国大統領府の発表によると、韓国側は金寛鎮（キム・グァンジン）国家安保室長と洪容杓（ホン・ヨンピョ）統一相、北朝鮮側は黄炳瑞（ファン・ビョンソ）朝鮮人民軍総政治局長と金養健（キム・ヤンゴン）統一戦線部長が出席する。
