■元CIAが暴露したネット監視問題 中国への情報漏えいの懸念も?

ワシントン・ポスト紙、ガーディアン紙は先週、米国家安全保障局(NSA)が、大量の米国民の通話記録、非米国民のインターネット上の情報を入手していたと相次いで報じた。

両紙は9日には、記事の情報源は元中央情報局(CIA)職員のエドワード・スノーデン氏(29)であることを明らかにした。

スノーデン氏は香港のホテルで、「(監視)プログラムが権力の乱用だったため」暴露したと語った。

米政府は情報収集について認めた。クラッパー国家情報長官は「電話記録プログラムは2009年のニューヨーク地下鉄爆破テロ計画など2つのテロ防止に役立った」と正当性を述べた。

海外各紙は、米政府による米国民のプライバシー侵害をめぐる問題が再燃したと報じた。

【オバマ政権の監視プログラム】

NSAは2001年の米同時多発テロをきっかけに、ブッシュ政権下で通話記録収集を始めた。オバマ政権はこれらの監視を縮小するとしていたが、近年、愛国者法(反テロ法)のもと、監視プログラムを実施してきた。

今回、NSAが「PRISM(プリズム)」という極秘監視プログラムでインターネット上のデータを収集していることが明らかになったが、大量のデータをスリムに管理するため、さらなる情報処理の問題に取り組んでいるという。

なお、PRISMプログラムの対象とされたグーグル、ヤフー、フェイスブックなどは、一様に関与を否定する声明を出している。

【中国との政治問題】

スノーデン氏は、現在香港に滞在しているが、アイスランドなどへの亡命を希望しているという。

香港は独立した移民システムを持っているが、外交政策では中国の一部だとニューヨーク・タイムズ紙は指摘した。そのため米国への身柄引き渡しは困難で、中国の諜報機関関係者は、彼から米機関の戦術や能力、香港や中国に拠点を置くスパイの身元について情報を得ようとするだろうと同紙は報じた。

なお、米国と香港は犯罪者引き渡し条約を結んでいるため、米国がスノーデン氏を起訴すれば、香港政府は原則として身柄をアメリカに引き渡さなければならない。
