オバマ政権、シリア攻撃をめぐる議会承認に必死

米議会でシリアへの軍事介入をめぐる賛否が割れる中、オバマ政権は議会で承認を得るため全力を挙げている。

欧州訪問中のケリー米国務長官は7日、EU及び主要20カ国・地域(G20)のうち12ヶ国は「明確で強力な対応」を求めたとし、国際的な支持は高まっているとの見解を述べた。ただ、軍事介入への支持までは達していないという。

これまでにシリア攻撃を支持しているのは、G20ではカタールとサウジアラビア、EUではフランスのみ。英国議会は否決した。

マクドノー米大統領首席補佐官は8日、複数の米ニュース番組に出演し、シリアへの攻撃は限定的なものであると強調した上で、軍事介入の必要性を訴えた。また、アサド政権が子供を標的にしていることを繰り返し非難した。

一方、シリアのアサド大統領は9日放映の米テレビ・インタビューで、化学兵器の使用を否定し、反体制派が使用した可能性があるとの見方を繰り返した。さらに、米国からの攻撃に報復すると警告したことも報じられている。

オバマ大統領は、10日には国民向け演説を行う予定だ。

【米政府の必死度】

米政府は「米議会が決議しなければ、米国は国際社会で信用を失い、イランや、レバノンの軍事政治団体・ヒズボラなどの敵がつけあがる」と主張しており、議会の承認なしでも軍事行動を進める可能性を示唆している。

一方で議員らに個人的な働きかけも行っており、バイデン副大統領は8日、共和党上院議員らと夕食会を開き、オバマ大統領も出席した。9日にはケリー国務長官、ヘーゲル国防長官、ライス大統領補佐官が下院議員らと会うという。

ウォール・ストリート・ジャーナル紙は、オバマの議会承認を得るギャンブルは屈辱的な敗北となり、大統領の政治資金を枯渇させるだろうとの見方を示した。ただ、議会の承認が得られなければ、米政府は議会が大統領を拒否したという国際的な屈辱を避けるため、最終的に承認を得るのではと、一部の議員は懸念していることを報じた。

【米議会内の反発】

米議会内では、特に下院からの反対の声が大きいという。

反対派は、軍事介入はアルカイダ系の過激派が台頭する助けとなることを懸念している。民主党のマクガバン下院議員は、党の忠誠心ではなく、我々の良心についての問題だとの見解を示した。

ロジャース下院情報委員長は、決議案を支持しながらも、「上り坂の難行だ」と語っている。

まだほとんどの議員は公式に決断していない。議員の多くが反対に傾く中、共和党のベイナー下院議長とカンター下院院内総務の他、親イスラエル・ロビー団体である「アメリカ・イスラエル公共問題委員会」は軍事介入を支持しているという。
