リオデジャネイロ・パラリンピックの閉会式が9月19日、マラカナンスタジアムで開催され、4年後に大会が開かれる東京都の小池百合子知事に、パラリンピック旗が引き継がれた。
引き継ぎのあと、約8分に渡って東京大会をPRするプレゼンテーションが行われた。パフォーマンスのテーマは「POSITIVE SWITCH（前向きなスイッチ）」。冒頭では、1964年東京大会で初めて「パラリンピック」という言葉が使われたことが紹介された。
パフォーマンスには、義足モデルのGIMICO氏、義足ダンサーの大前光一氏、視覚障害を持つファシリテーターの檜山晃氏らが登場。「障害があることは、新しい可能性を持つことでもあるんだ。そう言える東京を目指して。」を合言葉に、ピチカート・ファイヴの「東京は夜の七時」の曲などにあわせて東京を表現した。

企画は、ソフトバンクの犬のお父さんのCMなどで知られる佐々木宏氏、最新技術を駆使した表現で国際的な賞を次々受賞している菅野薫氏、Perfumeなどの海外公演を成功させたことで知られる演出・振付家のMIKIKO氏、音楽家の椎名林檎さんの4人が中心となって仕掛けた。
MIKIKO氏は今回のパフォーマンスについて、9月15日放送のクローズアップ現代（NHK総合）で次のように語っていた。
一番大きかったのは、視覚障害のある方が、見えてないんだけど、東京ってすごいいい街って。渋谷みたいなゴミゴミしてて、行くの嫌なのかなって、私たちが思ってた所を、人がたくさんいるから安心するとか、結構、逆の発想を持っていらしたことが目からうろこで。。
だから、それをなるべくダイレクトに今回お伝えして、東京に来たいなって思ってもらえたらいいし、それまでに絶対に整えられるところは、いろんな施設も整えていけたらいいなっていう意味も込めて、いろんなポジティブのスイッチが押せたらいいなっていうような閉会式の引き継ぎ式になったらいいなと。
