パリの当局は、限られた状況下で自転車の赤信号無視を認めることを新たに検討している。英BBCによると、同市の計画では、特定の交差点で通常の信号の下に自転車専用の特別なサインを設置し、自動車が停止しなければならない時でも、ある状況下では自転車が交差点を直進または右折できるようにするというものだ。

これには2つの理由がある。1つは、パリが交通渋滞とスモッグを減らすべく、路上で自転車の割合が増えることを期待しているため。同市は自転車政策をさらに推し進めようと、駐輪場の増設や、自転車専用道路網の整備も計画している。もう1つは、自転車がクルマの運転手の死角に入ることで多くの事故が起こっているため。もし、赤信号で自転車を通すようにすれば、そうした事故を未然に防止できる可能性がある。

類似の法律は米国でも、イリノイ州ネブラスカ州で検討されてきた。道路に埋め込まれている交通センサーは自動車が来たら信号を素早く切り替えることができるが、軽量な自転車やオートバイは感知できない。そのため、1〜2分以上も青信号になるのを待たなくてはならない二輪車が、周囲に自動車がない場合に限り、赤信号を合法的に無視できるようにするというのがその趣旨だ。

パリは、市街を走る自動車の排出ガスを減らすために、広範な取り組みを行っている。今回ご紹介した自転車の規則変更の他にも、同市はナンバーの末尾が偶数の車両の乗り入れを短期間規制したり、年式が旧い自動車の乗り入れ禁止を検討したりしている。
