韓国、海洋警察庁を解体へ 朴槿恵大統領、旅客船沈没で涙の謝罪

韓国南西部の珍島沖で起きた大型旅客船「セウォル号」の沈没事故を受け、朴槿恵大統領は5月19日、国民向け談話を発表した。真相究明委員会を立ち上げるほか、救助を巡る数々の不手際が批判された海洋警察庁をT解体する機構改革を提案した。

与野党と民間関係者による真相究明委員会を立ち上げるほか、救助を巡る数々の不手際が批判された海洋警察庁を解体し、新機構「国家安全庁」に統合する機構改革を提案した。「必要ならば特別検察官を導入して、すべての真相を明るみに出し、厳重に処罰する」とも述べた。

今回の事故で海洋警察は、潜水作業で一人の生存者も救出できなかった。沈没まで時間があったにもかかわらず、救助が遅れたことが批判されたほか、潜水業務を委託した業者との不適切な関係も指摘されていた。

聯合ニュースによると、朴大統領は「国民の生命と安全に責任を負う大統領として、国民のみなさまが受けた苦痛に心からお詫びします。今度の事故にまともに対処できなかった最終責任は大統領である私にあります」と、涙を流しながら謝罪した。

朴大統領は、海洋警察庁について、捜査権限と情報機能を警察庁に、海難救助と海洋警備分野を新設する国家安全庁にそれぞれ分離して「海洋の安全の専門性と責任を大幅に強化する」と話した。さらに上部機関の海洋水産省も、管制機能を国家安全庁に分離し、水産業の保護・育成に専念する。

韓国には災害対策などにあたる専門の安全行政省という部署があったが、事故発生当初に救助者数を大幅に多く発表するなど混乱ぶりを露呈した。安全業務は国家安全庁に移管し、人事・組織機能は新設する首相直属の機関に移管するなど、大幅に組織を縮小するとした。

朴大統領は天下りの禁止や規制強化も提案した。「今回、(事故を起こした)清海鎮海運が問題となり、海運会社に便宜を図ったり、その背後に官民の癒着があったりしたのではないかと国民が疑っている。官民癒着で再び国民の安全が脅かされないよう、韓国社会全般が腐敗と決別していかなければならない」と訴えた。具体的には、安全監督業務と許認可・規制業務、調達業務の公務員が、関係する団体の長や監査職に任命しないこととし、退職公務員の就任制限期間も現在の2年から3年に延ばすとした。
