マレーシアに駐在するカン・チョル北朝鮮大使に対してマレーシア政府は「ペルソナ・ノン・グラータ」に当たるとして3月4日、48時間以内の国外退去を求めたと発表した。

マレーシアに駐在するカン・チョル北朝鮮大使に対してマレーシア政府は「ペルソナ・ノン・グラータ」に当たるとして3月4日、48時間以内の国外退去を求めたと発表した。現地紙のニュー・ストレーツ・タイムズなどが報じた。

北朝鮮の金正恩・朝鮮労働党委員長の異母兄、金正男氏がマレーシアの首都クアラルンプールの空港で殺害された。カン大使は正男氏の遺体の無条件引き渡しを求め、マレーシア警察の捜査を批判。「北朝鮮を中傷するために外部勢力と結託している」などと述べていた

アニファ外相の声明によると、外務省幹部が2月28日に北朝鮮高官と会談した際、カン大使の発言について文書での謝罪を求めたが返答がなかった。さらに4日午後6時にカン大使を外務省に呼んだが、姿を見せなかったという。

こうした行為に対して、マレーシア外務省は4日夜、カン大使を外交関係に関するウィーン条約の「ペルソナ・ノン・グラータ」に指定し、6日の午後6時(日本時間午後7時)までに国外に退去するよう求めたと発表した

■ペルソナ・ノン・グラータとは?

時事ドットコムによると、ペルソナ・ノン・グラータとは、ラテン語で「好ましからざる人物」を意味する外交用語。1961年締結の「外交関係に関するウィーン条約」第9条で、大使や大使館員を派遣する国に対し、受け入れる国が理由を示さず承認を拒否できると定めている。指定されれば、派遣国は当該人物を召還し、任務を終了させなければならない。

日本でも2012年、シリア内戦で市民弾圧を続けていたアサド政権に対し、日本に駐在するシリア大使に対し、自主的な国外退去を求めたところ、これに対抗して、シリア駐在の鈴木敏郎・日本大使がアサド政権から「ペルソナ・ノン・グラータ」に指定されて帰国している

■マレーシアと北朝鮮の関係悪化は決定的に

マレーシア政府は、北朝鮮に駐在していたマレーシア大使を、2月20日に帰国させたのに続いて、ビザなしでの渡航を認めてきた北朝鮮の国民に対し、3月6日からビザの取得を義務づけることを決めていた。今回、北朝鮮大使の国外退去を求めたことで、両国関係の悪化は決定的となった。
