警官が84歳黒人女性に催涙スプレー使用、横暴な捜査に批判の声(動画)

アメリカ・オクラホマ州マスコギーで、84歳の女性ジェネバ・スミスさんが警官から催涙スプレーをかけられる衝撃的な映像が公開され、地元警察が内部調査に乗り出した。

FOX23ニュースによると、8月7日にジェネバ・スミスさん宅で撮影されたこの動画には、マスコギー警察の警官たちが玄関のドアを蹴破って部屋に侵入し、彼女と息子の身柄を強制的に拘束する様子が写っている。

数秒後、スミスさんは顔にスプレーをかけられて床に倒れ、見えないところで手を押さえられている。別の動画にはスミスさんの息子が両手を上げて立っているときにスタンガンを撃たれる瞬間が映っている。

スミスさんは、マスコギー警察の行き過ぎた捜査を非難した。

地元放送局によると、警官のボディカメラから撮影されたこの動画は、警察が透明性を高めるため週末に公開したものだ。

警察の発表によると、警察が捜索していたのはスミスさんの56歳の息子アーサー・ポール・ブラックモンさんで、午前3時少し前、母の家に駆け込む姿が目撃されていた。一時停止の標識を無視し、車を止めることを拒否したため、警官たちはブラックモンさんを追跡したと地元メディア「マスコギー・フェニックス」は報じた。

スミスさんは拘束されている間にパニック発作を起こし、一時入院したといい、警官たちの行き過ぎたやり方を非難した。またFOX23ニュースに法的措置を検討していると語った

マスコギー警察のレックス・エスクリッジ署長は、まだ解決していない問題がたくさんあると釘を刺した。

「これは非常に重大な事態だ。あまりにも情報が不足している。早まった判断や懸念も数多くある」と、レックス・エスクリッジ署長はFOX23ニュースに語った。

マスコギ―・フェニックスは裁判所の文書を引用し、ブラックモンさんが酒気帯び運転、公務執行妨害、免停中の運転、武器の所持の罪で告訴されたと報じた。

マスコギー警察は、ハフポストUS版の取材に対し、「現場、その大半は家庭内の安全確保と危険除去をはかるため、警官は危険が及んだとき、すべての人間が安全確保の訓練を十分に受けている。非殺傷武器は、警官の求めに応じない人間に対して長い間使われてきたものだ」と回答した。

マスコギー警察は、スミスさんの邸宅内で武器を使用した理由として、逃亡に使用したブラックモンさんの車のナンバープレートが登録されたものと一致しなかったことから、ブラックモンさんが手当たり次第に邸宅に侵入したのではないかという緊急の懸念が生じたことを挙げた。警官たちが邸宅に接近した時、建物の中から「911に電話してくれ」という叫び声が聞こえたことから、強行突入に至ったという。

「警官がブラックモンさんの身柄を確保したあと、スミスさんは"従おうとしない言葉"を口にし、彼女は背中に手を回すことを拒否し、警官が拘束するのを2度逃れようとした」と、マスコギー警察は説明している。

スミスさんに催涙スプレーを吹きかけた警官は、催涙スプレーを使用する指針と合致した行動を彼女がとったと説明している。マスコギー警察は、今回の事件について再調査しているという。
