「警察官の暴力」アメリカで繰り返される背景とは ロス暴動からファーガソン抗議デモまで振り返る

黒人少年マイケル・ブラウンさん射殺事件への抗議デモが今もなお続いている。しかし、デモ参加者の抗議はブラウンさん殺害だけにとどまらない。過去に警察が行った黒人系などの有色人種、社会的弱者への暴力に対する押さえつけられた怒りが今回のデモにつながっている。

2014年8月9日、ミズーリ州セントルイス郡ファーガソン。武器を持たない黒人少年マイケル・ブラウンさんが警官に射殺された。この事件への抗議デモが今もなお続いている。しかし、デモ参加者の抗議はブラウンさん殺害だけにとどまらない。過去に警察が行った黒人系などの有色人種、社会的弱者への暴力に対する押さえつけられた怒りが今回のデモにつながっている。

1991年3月3日、カリフォルニア州ロサンゼルス。黒人青年ロドニー・キングさんが5人の警官に凄惨な暴力を受けた。しかし、5人の警官が無罪評決となったことで、1992年のロス暴動を引き起こし、死者は53人を数えた。死者のうちの何人かは、警察によって命を失った。キング氏への暴行シーンを撮影したビデオから、警察の過剰な暴力に対する疑問の声が上がった。

20年後、市民に対する警察の暴力や銃撃シーンが、簡単に映像化されるようになった。誰もが携帯電話やスマートフォンのカメラで撮影できるようになったし、街中にある監視カメラ映像にも収められるからだ。

2011年7月5日、カリフォルニア州フラートン。精神疾患を抱えたホームレスの男性ケリー・トーマスさんが警官に暴行を受け死亡した時にはその一部始終が監視カメラにとらえられていた。トーマスさんは、フラートンで起きた乗用車の強盗事件の容疑者と間違われて警察に襲撃された。

2009年の1月1日、新年を迎えたばかりのカリフォルニア州オークランド。黒人青年オスカー・グラントさんがBART(サンフランシスコの公営高速鉄道)の地下鉄車内で口論しているところを、鉄道警察官が取り押さえた。フルートベール駅のプラットフォームにうつ伏せで押さえつけられた丸腰のグラントさんは、ヨハネス・メーサラル巡査によって射殺された。メーサラル氏はテーザー銃(電気銃)と間違えて本物の銃で撃ってしまったと主張した。事故死として申し立てられたグラントさんの射殺事件は2013年に公開された映画『フルートベール駅で』でも取り上げられた。

2014年7月17日、ニューヨーク州スタテンアイランド。エリック・ガーナーさんはNY市警から課税対象外のタバコの販売容疑をかけられていた。ガーナーさんが容疑を否認すると、警官はぜんそく患者でもあるガーナーさんの首を背後から腕で締めた。ガーナーさんは何度も「息ができない!」と叫んだが、その直後死亡した。

2014年7月20日、カリフォルニア州サンタ・アナ。ケリー・トーマスさんが死亡した現場に近い。エドガー・バルガス・アルザテさんが近所の家の庭の前で警官に包囲され、逃れようとしたところ、芝生の上にうつ伏せで押さえつけられた状態で警官から執拗な暴行を受けた。収監された時には、バルガスさんは警官への暴行容疑をかけられていた。

2014年8月19日、ミズーリ州セントルイス。マイケル・ブラウンさんが射殺されて2週間も経たないうちに、セントルイス警察はもうひとりの黒人男性を射殺した。黒人男性ケイジーム・パウエルさんがコンビニで強盗をしたという通報で警官が現場に駆けつけたところ、パウエルさんが近づき、「さあ、俺を撃て」と叫んだ。警察は「パウエルさんがナイフを所持していた」と述べているが、証拠映像を見ると、現場に駆けつけた2人の警官は到着して15秒以内に銃撃し、パウエルさんを殺害している。

こうしたケースは、アメリカ全国で警察が行使した暴力のうち、ほんの数例でしかない。専門家によると、アメリカの警官は射殺するように教育を受けているというワシントン・ポストに掲載されたある警官の論説ではこう書かれている。「銃を撃ちたくない、テーザー銃を使いたくない、催涙ガスを噴射したくない、警棒で殴りたくない、地面に取り押さえたくない。そう思ったとしても、言われたとおりにやるしかない。大体の現場は数分以内で完了する。事態が長引いた時に処理するのがどれだけ大変なことかおわかりだろうか?」

他の専門家は、警察が誤った対応を取らないよう、そして高いレベルでの説明責任を負うために、警官がカメラをを装着することを義務付ける新しい法律が必要だと述べる。カリフォルニアで警官にカメラを装着させた実験を行ったところ、警官の行動が記録されている間は暴力行為が急激に低下したという。

アメリカでは、毎年どれだけの人が警察によって射殺されてるのか数えきれないくらいだ、という事実は依然としてある。しかし、最近の1カ月だけで、少なくとも5人の黒人男性が丸腰の状態で警察の射殺されているということは少なくともわかっている。

ブロガーのアンドリュー・サリバン氏が指摘する通り、以下の動画のように、こんな方法を取る必要はない。
