株価下落、"遠くのギリシャよりも近くの中国"

筆者は、このところの下げ相場で、むしろ、心配すべきなのはもう1つの悪材料である中国株の暴落、それに関係する商品相場の下落の方を注視すべきとみている。

ギリシャ問題に端を発した東京株式市場の株価下落、主要指標である日経平均は2万円の攻防となっている。マーケット関係者は強い不安に包まれている状況だ。

既に、ギリシャ問題は、IMFへの返済滞納、国民投票による緊縮財政策の否決と1つずつ材料を消化し、先行きユーロ離脱に進むか否かなどに関心が移っている。ただ、返済滞納ほか、これまでの悪材料によって、安全資産への退避という観点から心配した円高が急速に進んだ訳ではないし、株価も心配された"リーマンショックの再来"には至っていない。

日経平均やTOPIXが現時点で数%の下げで留まっている状況からすると、中長期的な観点でみれば、株価は通常の調整の域から出ていないと感じられる。ゆえに、ギリシャ問題は、極めて深刻な材料には違いないが、これまでの日本株の上昇トレンドを崩すことはないと思えるのだ。

中国株の直近の3割に及ぶ下落は、ひと言でいうとバブル崩壊だろう。それまで、信用取引の買いを積み上げ、実態以上に買い進まれた株価がクラッシュ。中国当局は、3分の1の銘柄について売買を停止するなど策を施しているものの、それが効果を生むと思っている市場関係者はいないだろう。

バブル崩壊で片づけてしまえば簡単ながら、それが中国経済のみならず、日本にも大きな影響を与えることを肝に銘じたい。たとえば、中国の証券人口は、口座開設数から試算すると国民の約15%に達するという。これまでの株価上昇によって、資産効果が経済全体に貢献したことが想像できる。そして、日本経済にも少なからず貢献してきたと思えるのだ。

日本製品の購買需要の増大は言うに及ばず、インバウンドで注目されている中国人観光客による「爆買い」などは、確たる統計はないながら、資産効果によってもたらされたとみてもいいのではないだろうか。

マネーの流れでみると、もっと深刻な状況にあることが浮き彫りにされる。中国の"異変"によって、原油や銅をはじめとする商品市場から投機的なマネーが流出。商品市況のベンチマークとなるロイター・コアコモディティCRB指数は下落の一途をたどっている。もともと、過剰な生産設備が指摘され、需給ギャップが大きいと言われるため、投機的な資金が逃げてしまえば、さらなる下げが想定できそうだ。

そうなると、原油ほか資源を輸入する日本にとって、先行き円安が進行したとしても、それ以上に商品市況が下落すれば、輸入価格は安くなる。それはそれで、我が国経済にとってプラスと言えるが、政府・日銀が目指す物価の上昇の達成が困難になるのも確か。順調に進んでいるようにみえるアベノミクスに変調をきたすことは想像に難くない。

かつての麻生政権は、リーマンショックで崩壊、その後の政権交代に繋がったが、安保関連法案で揺れる安倍政権は、爆弾を抱えることになるかもしれない。生活に直結する経済、景気の急速な悪化ほど、為政者にとって怖いものはない。しかも、リーマンショックの時もそうだったが、悪材料は海外発──外部環境からアベノミクス崩壊、株価下落といった市場では悪夢のシナリオとなっても、対応は受け身にならざるを得ないのである。

一連の動きをみて、「遠くの戦争は買い、近くの戦争は売り」という相場格言を思い出した。経済に関する材料で、事は戦争ではないながら、ここで注目する必要があるのは、遠くのギリシャではなく、近くの中国ではなかろうか。

ギリシャ問題は数年前からくすぶっていたが、そのきっかけは、パパンドレウ政権で財政面での"粉飾"の発覚だった。中国当局が発表する政府の経済指標に対するマーケットの信頼度は低い。

中国はリーマンショック時にみせた巨額の財政出動など、「何でもあり」と言われるような施策を打ち出すことも想定されるため、楽観する空気もあるが、その「何でもあり」の施策もどこかで臨界点に達するだろう。その点を踏まえて、中国経済・株価の今後から目が離せない。
