韓国国会で、与党が提案した「テロ防止法」の採決に、野党が時間制限なしの長時間討論(フィリバスター)で対抗。38人の議員が9日間ぶっ続けで討論に立った。世界記録とみられる。

2015年11月にフランス・パリで起きた同時多発テロを受け、韓国の国会(情報委員会)は与党主導で、テロ防止関連する5法案の審議を始めた。「テロ団体」の構成員や「テロを企てたり、志願したりしたと疑うに足る相当な理由がある者」の情報収集を認める内容で、特に、携帯電話の盗聴や、金融機関口座の追跡など、基本的人権を侵害する可能性のあるケースが含まれることや、これらの捜査の指揮を、情報機関「国家情報院」が担うことが問題視された。

朴槿恵大統領は、本会議での審議入りを強く求めてきた。国会議長が2016年2月23日に職権で本会議に上程すると、数で劣勢の野党はこの日から、国会法で規定された時間無制限討論(フィリバスター)で対抗した。

登壇したのは計38人。「共に民主党」の殷秀美(ウン・スミ)議員が10時間18分、同党の鄭清来(チョン・チョンネ)議員は11時間39分、休憩なしで演説を続け、韓国国会史上の最長記録となった。38人目の登壇者となった同党の李鍾杰(イ・ジョンゴル)院内代表の討論も、韓国インターネット放送のFactTVによると、12時間を超えた(3月2日午後7時時点)。

討論では、朴槿恵大統領の声帯模写をしたり、国家情報院の大統領選挙への不正介入が問われた高裁判決文を朗読したり、民主化運動時に歌われた歌を歌ったりする議員もいた。

11時間39分の演説を終えた鄭清来議員は「ご声援を頂いた方々に感謝いたします。フィリバスターを無事に終えてきました。脚も喉も痛いですが、おかげで無事に終わりました。熱烈に応援して下さった方々が多かったと聞きます」とツイートした。

ロイター通信は「2011年にカナダの新民主党が103人で達成した58時間の記録をはるかに超えた」と伝えた。

一方で韓国国会は4月に任期満了に伴う総選挙を控えているが、選挙区の区割りが一部未確定だったため、選挙前に区割り改定を反映させた公職選挙法改正案を審議する必要にも迫られていた。最大野党「共に民主党」は3月1日、与党側の求めに応じ、38人目の李議員でフィリバスターを中断することを議員総会で決定。まる9日にわたってぶっ通しで続けられてきたフィリバスターは、3月2日でいったんストップすることになった。

38人目の登壇者の討論が終了次第、上程されている法案の採決に入ることになるが、テロ防止法案の優先的な採決を求める与党側と、公職選挙法改正案や北朝鮮人権法案など、他の法律を優先させるよう求める野党側が対立しており、さらなる波乱も予想される

聯合ニュースによると、2月23日夜から野党議員が続けていた時間無制限の討論(フィリバスター)は3月2日夜、まる8日となる192時間25分で終了した。登壇者は計38人。最後となった李鍾杰議員の演説は、12時間31分となり、韓国国会史上最長となった。

「テロ防止法案」は2日夜、野党の討論終了後に採決され、与党・セヌリ党の賛成多数で可決された。フィリバスターを繰り広げた「共に民主党」や「国民の党」など野党は、野党提出の修正案が否決された後に議場を退出したため、採決の結果は賛成156、反対1となった。
