内戦が続くシリアでアサド大統領(48)が大統領3期目に入った。任期は7年。内戦当初の政権存続を危ぶむ見方に対して強硬な軍事策で反体制派の攻勢を食い止めたものの、内戦収拾のめどは立っていない。政権は今後、さらに強権化するおそれもある。

内戦が続くシリアでアサド大統領(48)が大統領の3期目に入った。任期は7年。内戦当初の政権存続を危ぶむ見方に対して強硬な軍事策で反体制派の攻勢を食い止めたものの、内戦収拾のめどは立っていない。政権は今後、さらに強権化するおそれもある。

アサド氏は6月の大統領選で再選され、7月16日、首都ダマスカスで3期目の就任宣言を行った。反体制派がイスラム過激組織「イスラム国」と激しい交戦をしていることが、アサド政権の安定につながっているという。時事ドットコムなどが報じた。

アサド大統領は大統領府で行われた宣誓式で、「テロを支持したアラブや欧米の諸国は、高い代償を払うことになるだろう」と語った。

内戦では、一時はアサド政権に対して優位に立っていた反体制派が弱体化。反体制派は最近、アサド政権よりも、勢力を急速に伸長させるイスラム教スンニ派の過激組織「イスラム国」と激しい交戦を繰り広げている。結果的にアサド政権の足場は揺らいでいないのが現状だ。

6月には初めて複数の候補者が立候補して大統領選挙が行われ、アサド氏が88.7%の票を獲得して当選した。一方、アメリカ・ホワイトハウスのアーネスト報道官は16日の記者会見で、アサド氏が当選した選挙について「茶番以外のなにものでもなく、失望している」と批判した。

民主化要求運動は2011年3月に本格化した。反体制派は一時、ダマスカス中心部から5キロまでに迫り、中心部に迫撃砲弾が着弾することもあった。しかし、政権軍は1年前から郊外の反体制派支配地域を包囲。「兵糧攻め」を続けた結果、首都近郊の反体制派の力は衰えた。

だが、内戦の犠牲者は17万人を超えている。大統領の退陣を求めて選挙に反対してきた反政府勢力は反発を強めており、内戦が収束に向かう見通しは立っていない

■父の跡を継ぎ34歳で大統領に

コトバンク日本外務省のサイトによると、アサド氏(バッシャール・アル・アサド)はアラブ統一を目指すバース党の指導者。前大統領で30余年独裁体制を敷いた父ハーフェズ・アサドの跡を継ぎ、2000年に34歳の若さで大統領に就任した。07年に再選される。眼科医の資格を持ち、IT(情報技術)にも強く、英語、フランス語も堪能という。

シリアでは少数派となるイスラム教シーア派の一分派アラウィー派に属している。就任直後は強権支配を改める姿勢を国民に示したが、バース党による一党支配体制を改めることなく、枢要なポストには一族や学友、アラウィー派を就けた。

2010年末からチュニジア、エジプトで起こった民主化の動き(アラブの春)は、シリアにも波及した。2011年3月に民衆の民主化要求デモが起こると、アサド政権は治安当局による監視体制を強化させ、武力による弾圧へと転じた。これに周辺諸国からの武器供与を受けた反体制派組織が抗戦し、内戦状態に突入した。

国際社会は平和的政権移譲による解決を打診しているが、アサド政権は応じることなく、政府軍による武力攻撃を強化させている。
