シリアへの軍事介入で外堀埋まる。消極的なのはオバマ大統領だけ
シリア情勢が緊迫の度合いを高めている。米国政府はシリアのアサド政権が化学兵器を使用したとの見方を強めており、シリアに対する軍事介入を検討していた。だが肝心のオバマ大統領が介入に積極的ではないことから、実施は流動的といわれてきた。
だが欧州では軍事介入を求める声が日増しに高まってきており、米国内部でも強硬派の意見が目立つようになってきている。ホワ
イトハウスのカーニー報道官は「最終的にどうするかはまだ決まっていない」としているが、オバマ大統領は次第に外堀を埋められつつある。
オランド仏大統領は8月27日、シリア政府を強い調子で非難し「化学兵器使用に対し罰する用意がある」と述べた。また英国のキャメロン首相も休暇を切り上げロンドンに戻り「国際社会による行動が必要」と述べ、軍事介入の必要性を強調した。
アサド政権と友好関係にあるロシアは一貫して軍事介入に反対しているが、欧州の主要国であるフランスと英国が介入に積極的であることから、欧州は軍事介入の方向に傾いている。
一方、米国内ではシリアに対する軍事介入について意見が分かれている。オバマ政権は中東からアジアへと軍事力をシフトする「リバランス戦略」を進めており、中東への関与をあまり望んでいない。だが従来型の中東情勢に深く関与するスタイルの外交を望む声も大きく、軍事介入を求める声が高まっている。一部のメディアは、数日から数週間以内に米国が攻撃に踏み切るとの報道を行っているが、情報源は定かではない。
欧州は声高に軍事介入を叫んではいるものの、基本的に米国が動かない場合には、軍事介入をリードするつもりはない。あくまで米国に対して介入を望んでいるだけであり、その意味では、欧州側の意思も強固というわけではない。
オバマ大統領は、化学兵器使用に関する情報機関の調査結果を待ってから最終的な決断を行う見通しだが、一部からはシリアによる化学兵器使用が本当なのか疑問視する声も上がっている。だが基本的にはシリア政府が化学兵器を使用したという前提で物事が進んでおり、その状況に変化はないと考えられる。オバマ大統領には選択の余地がなくなりつつある。近いうちに最終的な決断が下されることになるだろう。
