アメリカ政府は、単独でシリアに軍事介入を行うことができるか模索している。イギリス議会において、シリアへの軍事介入を否決する決議が行われ、イギリスが軍事介入に参加できなくなったためだ。

アメリカ政府は、単独でシリアに軍事介入を行うことができるか模索している。イギリス議会において、シリアへの軍事介入を否決する決議が行われ、イギリスが軍事介入に参加できなくなったためだ。CNNなどが報じている。

アメリカはシリアに対して、軍事介入を取る動きを強めていた。オバマ大統領は28日、アサド政権が化学兵器による攻撃を実行したと結論付けたと明言、国際社会による対応が必要で、責任を問わなければならないと強調していた。

ホワイトハウスのジョシュ・アーネスト報道官は「この問題に関しては国際社会全体で関与したほうがよいと考える。しかし同時に、大統領の説明責任の主体はアメリカ国民にあり、大統領はアメリカ国民を守るために選ばれた。大統領は決断を下し、対策を講じることの重要性を確信している。それは、我々が確認した我が国の中核となる国家安全保障防衛のためにこの状況にあたることが必要である、ということだ」と述べた

オバマ大統領はシリア対応について、英仏など同盟国の参加を前提としていた経緯がある。最重要同盟国である英国の離脱は、米国の軍事作戦に影響を及ぼす可能性もあるという見方もある。

5つの国にいわゆる拒否権を与えているのは、国連の下ではすべての大国が一致して行動することとして、大国同士の衝突を防ぐためです。

ですから今回、国連の調査団の結論もなく、そしてさしたる法的根拠もなく、安保理決議もない中で米英などが軍事介入をしようとしているのはかなり危険です。

これに対して同様にロシアが介入したらどうなるのでしょうか。

アサド政権を倒した後、国内の混乱を収拾できる、強力で民主的なリーダーが現れる見込みはあるのでしょうか。もし見込みがないのなら、アメリカの軍事介入は、現在の悲惨な状況を悪化させるだけだ、と思います。

アメリカは、軍事介入の規模を、化学兵器関連施設及び当該兵器使用部隊に対するものに限定して、全面的な介入を避ける心積りのようですが、戦争には不測の事態がつきものです。仮に、軍事介入の際、破れかぶれのシリアが、アメリカの潜在的同盟国として、イスラエルに攻撃を行った場合、事態は一気に泥沼化する、と思います。その際生じるであろう死傷者の数は、今回問題となっている死傷者の比較にならない規模になる、と考えます。
