メイ氏はイングランド南東部イースト・サセックス州にあるリゾート地イーストボーン生まれ。オックスフォード大学(地理学専攻)在学中、夫のフィリップ・メイ氏に出会った。その後、イングランド銀行(中央銀行)での勤務や銀行・金融機関の業界団体のロビイストとしての経験を経て、政界入りした。既婚で子供はいない。
