イギリスの新首相に7月13日(日本時間14日)就任したテリーザ・メイ氏が、新内閣人事を発表した。

13日午後、正式に政権トップの座を引き継いだメイ氏は、上級職に多数の女性を起用した。

最初に発表された注目の人事は、財務相に前政権で外相だったフィリップ・ハモンド外相が横滑りし、新外相にEU離脱派の中心人物ボリス・ジョンソン前ロンドン市長が就任したことだ。

キャメロン政権でエネルギー気候変動相だったアンバー・ラッド氏は内相に指名された。彼女は前政権で内相だったメイ氏の後任となる。首相になる前、メイ氏は同職を6年間務めた。

マイケル・ファロン国防相は唯一異動がなく、留任が決まった。

■メイ首相は、オズボーン前財務相に冷徹な態度?

官邸は、オズボーン氏に代わってハモンド前外相を新たな財務相の指名すると発表した声明の中で、オズボーン氏が「政府から退いた」と述べた。オズボーン氏は閣僚に任命されなかった。

しかし、大衆紙「サン」の政治部担当トム・ニュートン・ダン記者は、メイ首相がオズボーン氏に冷徹な態度をとっていたと述べており、オズボーン氏が内閣から外された可能性もある。

オズボーン氏は財務相から退任するにあたって次のようにツイートした。

この6年間財務相を務めることができて光栄に思います。色々と批判する人もいますが、就任当初と比べて経済を回復させることができた思います。

デーヴィッド・キャメロン前首相が6年間在任していた間、オズボーン氏は財務相を務め、経済政策の中核としてイギリスの赤字財政支出の削減を掲げていた。

メイ新首相は11日、会見の中で、経済が現在置かれている状況に不満を感じているとはっきり述べた。

「保守党は私の指導のもと、完全に、絶対的に、そして労働者のために働きます。イギリスを、すべての人が満足できる国へと導くのはそのためです。経済的信頼を維持し、国が困難を乗り越えるだけでなく、国の富をすべての人が共有できることを確実にする、万人が満足できる経済を目指します」

財務相 フィリップ・ハモンド氏

大方の予想どおりフィリップ・ハモンド前外相が財務相に任命された。ハモンド氏は2010年に運輸相として初めて入閣し、18か月後にリアム・フォックス氏の後を引き継いで国防相となった。

最大のサプライズ人事がボリス・ジョンソン前ロンドン市長の外務相就任だ。ジョンソン氏はロンドンの街中で放水銃を使用するかどうかをめぐってメイ氏と対立したが、メイ新首相はそれを根に持っていないようだ。

内相 アンバー・ラッド氏

アンバー・ラッド氏には、これまでメイ氏が行ってきた内務省の仕事を引き継ぐ仕事が待っている。ラッド氏とジョンソン氏の関係は興味深いものとなるだろう。2人はEU離脱をめぐる運動中、テレビ討論番組で激しくぶつかりあったからだ。

EU離脱担当相 デービッド・デービス氏

政府が直面する最も大きな仕事は、デービッド・デービス氏が担当することとなる。前「影の内閣」内相で、1990年代にはヨーロッパ相を務めていたデービス氏はイギリスのEUからの離脱交渉を担うことになる。 デービス氏は2005年の党首選でデービッド・キャメロン氏に次ぐ2位となった。今回が初の内閣入りとなる。

国際貿易担当相 - リアム・フォックス氏

もう一つ注目すべき返り咲き人事はリアム・フォックス氏だ。フォックス氏は2011年にロビイストの友人アダム・ウェリッティ氏を公式の外遊に同行させたとして国防相の職を追われた。フォックス氏はEU離脱派として内閣に戻り、今度は貿易促進のため外国を回る。

堅実な実務家として知られるマイケル・ファロン氏は、テレビカメラ前の落ち着った様子から“テレビ担当相”としても知られている。イギリスは現在イラクとシリアでの軍事作戦に関与しており、継続性を重視してファロン氏が国防相を続投する。
